The PUC Novosadska toplana (Novi Sad Heating Plant) has issued a new tender for the design and construction of the Miseluk heating plant in Novi Sad, with an estimated value of 892.5 million dinars, excluding VAT.

This marks the second procurement process for this project, following the cancellation of the previous tender, decided on September 29, 2026, because all submitted bids were deemed unacceptable.

The scope of this new public procurement covers the design and construction of the Miseluk heating plant, while the procurement and delivery of a temporary boiler plant have been designated as a separate lot within the procedure.

According to the technical documentation, the plan involves constructing a heat source with a total capacity of up to 30 MW, implemented in phases aligned with the development of the district heating system in the Miseluk area. The general project design, accompanied by a preliminary feasibility study, was completed in 2025.

The first phase, the subject of this tender, includes the installation of a water-to-water heat pump with a minimum heating capacity of 415 kW. This system will utilize well water at a temperature of 16 degrees Celsius, with a flow rate of seven liters per second. The design also includes integration with a 1 MW natural gas-fired boiler plant, as well as a 100-cubic-meter thermal storage tank.

This phase includes the construction of an additional gas-fired boiler plant with a capacity of 4 MW, featuring a 200-cubic-meter storage tank, as well as the installation of hybrid photovoltaic-thermal (PVT) panels, which generate both thermal and electrical energy. The scope of work also covers the construction of the building structure and supporting infrastructure, sized to accommodate the final development phase of the heating plant.

The second phase entails the installation of another water-to-water heat pump, along with an additional gas-fired boiler plant with a capacity of 4, 6, or 8 MW, depending on the growth of the heat load. In the final phase, additional boiler capacity is intended to bring the total output of the heat source up to 30 MW.

Until the main facility is constructed, a portion of the future users will be supplied via a temporary containerized boiler plant with a capacity of approximately 1 MW. This unit is intended for the segment of the heat load expected to connect during 2027 and 2028, and its installation and connection are included in the scope of the heating plant construction works. A tender for its construction is currently underway.

The project is part of the development of a district heating system in the Miseluk area. In its District Heating System Development Strategy up to 2030, "Novosadska toplana" outlined a concept for a heat source based on the principles of fourth-generation district heating.

The deadline for bid submissions is December 3, and further details can be found HERE.
