The park is planned for construction plot P15, covering parts of cadastral plots 6631/22, 2640/1, 2391, and 2390 in the New Belgrade Cadastral Municipality. Documentation indicates the site is located between the Gazela Bridge and the Old Rail Bridge, adjacent to Brodarska Street and the Sava River waterfront. The plot spans 17,064.42 m2, with the preliminary design allocating 12,111.60 m2, approximately 71% of the site, to green areas.
The complex’s central feature will be an observation wheel, dubbed the “Belgrade Eye” by Finance Minister Sinisa Mali during the project’s presentation, standing 80.25 meters tall with a diameter of 76 meters.
It will feature 40 enclosed cabins, each accommodating up to six passengers, resulting in a total capacity of 240 passengers.
According to the documentation, a full rotation is expected to take about 15 minutes, while the system’s projected theoretical capacity is approximately 1,280 passengers per hour. The drive system, with an installed power of 80 kW, was designed by Siemens.
The wheel will be installed on a specially designed plaza, and the structure will be supported by piles connected by a reinforced concrete foundation slab. Eight supporting columns forming double A-frame portals are planned, while the rotating structure will consist of 20 main steel truss girders.
The park will also feature a plaza with a covered ramp and ticket office, an amphitheater, an info center, mobile amenities, public restrooms, recreation and multi-generational leisure zones, as well as a children’s playground with play and climbing equipment.

The total gross built area of all structures will be 372.70 m2. Of this, 67.50 m2 is allocated to the panoramic wheel and its directly associated facilities, while plans also include public restrooms (40 m2), a tourist information point (4 m2), an educational facility (234 m2) and a transformer substation (27.20 m2).
Access to the park will be provided from Brodarska Street and the Sava riverfront, as well as via the reconstructed Old Rail Bridge. According to the documentation, the bridge is to be connected to the park by a ramp, walkways, and elevators for pedestrians and cyclists.
A total of 4,580.11 m2 of paved surfaces is planned within the site, comprising 1,864.21 m2 of pathways and 2,715.90 m2 of plazas.
Plans also include landscaping the area with trees, shrubs, and grass, prioritizing native species. According to the documentation, the choice of vegetation must align with the requirements of relevant authorities and the preservation of the Sava riverbank ecological corridor.
The site is currently described as partially degraded. It contains the remains of the foundations of the former “Inkop” concrete plant, while the ground is largely covered with fine stone aggregate and sand. Existing vegetation consists of wild scrub and non-ornamental trees.

The park is designed to be fully equipped with infrastructure, including water supply, sewage, electrical power, and telecommunications networks. A new 10/0.4 kV, 630 kVA substation is planned, while a 250 kVA diesel-electric generator is designated for the backup power supply of critical loads.
Site development conditions for the project were issued on May 21, 2026, covering the entire Linear Park project. However, the request for an environmental impact assessment specifically concerns only the park and the panoramic wheel located on plot P15.
