Ministry of Construction issues public call to select strategic partner for Kraljevo-Novi Pazar expressway project with Raska-Jarinje connection

The Ministry of Construction, Transport and Infrastructure has issued a public call to select a strategic partner for the implementation of a project to build a section of an infrastructure corridor, specifically a branch of the E-761 highway, covering the Kraljevo-Novi Pazar route, including the Raska-Jarinje connection.

As stated in the call, the procedure is being conducted with the aim of signing a contract for the design and execution of works on this infrastructure corridor project.

The strategic partner’s primary obligations include the preparation of technical documentation (designs for the building permit, construction execution designs, and as-built documentation) as well as the actual execution of the construction works.

– The construction of the Class I-M state road (expressway) connecting Kraljevo and Novi Pazar, with a link to Jarinje via Raska, is of great importance to Serbia’s road network. The primary objective of building this four-lane expressway along the Kraljevo-Usce-Raska-Novi Pazar route, including the Raska-Jarinje branch, is to enhance the level of service provided by the facility amidst changing road network conditions, establish an environmentally acceptable level of environmental protection, and connect the Raska District area with Pan-European Corridors 10 and 11 via the Morava Corridor route, which is currently in the final stages of construction. The route of the future expressway extends from the Morava Corridor, specifically the Adrani interchange in the territory of the City of Kraljevo, to the planned bypass around Novi Pazar. The route passes through the territories of the cities of Kraljevo and Novi Pazar and the municipality of Raska – the public call specifies.

The route is divided into 8 sections.

The planned route from Kraljevo to Novi Pazar has a total length of 80.7 km, while a planned spur towards Jarinje, connecting to the province of Kosovo and Metohija, measures 12.8 km. The total length of the expressway is 93.5 km.

Planned features of the expressway include:
- 10 interchanges,
- 1 turbo roundabout,
- 2 rest areas,
- 4 parking areas,
- 86 bridges, totaling ~17.0 km, and
- 14 tunnels, totaling ~20.6 km.

As noted, nearly 40% of the route consists of major engineering structures - bridges and tunnels. Based on data regarding current and projected traffic loads, terrain topography, and site conditions, a design speed of 100 km/h was adopted for all subsections, while a design speed of 80 km/h applies to sections passing through tunnels. A flexible pavement structure has been designed, and a closed drainage system is planned.

Connections between the newly designed expressway and the existing and planned state road network will be established via grade-separated interchanges offering full connectivity.

By the way, the Spatial Planning Agency announced the public review of the draft Spatial Plan for the special-purpose area of the Kraljevo-Raska-Novi Pazar Class IB expressway infrastructure corridor last month.

Public call conditions

Regarding the conditions of the public call itself, the applicant may be a domestic or foreign legal entity or a consortium of domestic and/or foreign legal entities. A strategic partner is defined as a domestic or foreign legal entity or consortium, as well as any related party (or parties) of the strategic partner and/or any company, or companies, established by the strategic partner and/or its related party, or parties, for the purpose of implementing this project, in accordance with the provisions of laws governing business entities.

Applications are to be submitted to the Ministry of Construction, Transport and Infrastructure via the registry office of the Administration for Joint Affairs of Republic Bodies, at the following address: 22-26 Nemanjina Street, 11000 Belgrade, in a sealed envelope marked “Application for the public call for the selection of a strategic partner for the implementation of the project to construct a section of the infrastructure corridor, the E-761 highway spur, Kraljevo-Novi Pazar section, with the Raska-Jarinje connection.

The call is open until October 15.

The opening of applications will take place on October 16 at 10:00 a.m.
