Consultant required for preparation of international tender for construction of RHPP Bistrica

Elektroprivreda Srbije has announced a public procurement procedure for the provision of consultancy services for the review and harmonization of tender documentation for the construction of the Bistrica Reversible Hydroelectric Power Plant system.

The subject of the future consultant’s task is the review and harmonization of tender documentation prepared by Energoprojekt Hidroinzenjering for the purposes of conducting an international tender for the construction of the Bistrica RHPP system, with the aim of approving the documentation by JICA. Within the framework of the planned international tender, a contractor will be selected for the construction of the RHPP Bistrica - for the execution of construction works, production/procurement, installation of hydromechanical equipment, mechanical and electrical equipment, as well as testing and commissioning of the RHPP Bistrica.

– The consultant must ensure that the documentation meets all technical requirements of the investor (EPS), while at the same time it must be fully compliant with JICA procedures and standards, as well as specific contract models prescribed by JICA – this public procurement emphasizes.

The selection of the contractor will be carried out according to the JICA standard procurement procedure for projects financed by Japanese loans (Japanese ODA loans).

The tender documents should be prepared based on the Standard Tender Documents prepared by the Japan International Cooperation Agency (JICA) and the latest version of the FIDIC Yellow Book 2017.

The consultant must verify that all aspects of this model are properly implemented.

Given that certain parts of the General Conditions will be amended through the Particular Conditions to adapt to the specifics of the project and local legislation, the consultant is required to pay maximum attention to the verification, preparation and amendments of these conditions, the tender notes.


– The aim of the project task is to obtain JICA’s Approval of the tender documents, i.e. it is necessary for the selected Consultant, through the preparation of reports and guidelines, to ensure that the tender documents are fully compliant with JICA requirements and approved by JICA – the tender notes.

The term of the services is 10 months from the date of entry into force of the Contract.

Priority Energy Project

The construction of the Bistrica HPP, as stated in the procurement for the selection of the consultant, is a priority energy project of the Republic of Serbia, of essential importance for the stability of the electricity system and the integration of renewable energy sources. The designed installed capacity is approximately 660 MW, which will provide the necessary capacities for system balancing and electricity storage. The basic scheme of the Bistrica HPP system envisages connecting the waters of the Uvac River by building a dam with the Klak reservoir and the waters of the Lim River using the existing Potpec reservoir, which will create a maximum gross head of 380 m. The connection between the two reservoirs will be enabled by a system of tunnels and pipelines. The basic equipment of the Bistrica HPP system consists of 4 Francis type units, which will operate with an installed flow in turbine mode of 216 m3/s (4 x 54 m3/s), or in pumping mode of 168 m3/s (4 x 42 m3/s).

2. Spillway with rapid flow and calming basin;
3. Pipeline to ensure guaranteed ecological flow;
4. Bypass tunnel;
5. Facilities for stabilizing the Radoinja dam and the landslide on the left bank of the Radoinja dam;
6. Upper Klak inlet-outlet structure;
7. Klak lock with a facility for housing electro-mechanical equipment;
8. Upper inlet-outlet tunnels;
9. Steel siphon over the Rutoska valley;
10. Foundation outlet on the siphon with a gate;
11. Facilities for regulating the Rutoska river;
12. Upper water level;
13. Water level lock with a facility for housing electro-mechanical equipment;
14. Aboveground and underground pipeline;
15. Underground machine building with electrical cavern, connecting cable tunnels and drainage galleries;
16. Lower water levels;
17. Lower supply and drainage tunnels;
18. Lower input and output structure Potpec with electrical and mechanical equipment;
19. Embankment for the plateau of the connection and distribution plant with a channel and culvert for the evacuation of high waters;
20. Access tunnels to the underground machine building (assembly area, machine building cap, lower and upper drainage galleries);
21. Command and administration building of the RHPP Bistrica;
22. Vertical shaft for rail connections and air transport system for heating, ventilation and cooling of the machine building;
23. Connection and distribution plant, with connecting transmission line;
24. Control building of the switchyard and
25. Service and access roads

The project is planned to be financed through a loan (Official Development Assistance – ODA) from the Japan International Cooperation Agency (JICA), which implies strict application of JICA procurement rules and procedures.

The tender documentation for the selection of the main works contractor is being prepared by Energoprojekt Hidroinzenjering, which is also engaged as a designer to prepare all necessary technical documentation for obtaining a building permit.
