New tender for purchase of 85 trams in Belgrade – Vehicles 30 m long and seats for 200 passengers

Belgrade’s public transport company GSP Beograd has announced a new, third tender for the purchase of 85 trams.

As stated in the documentation, unlike the previous two tenders in which they insisted on short trams, the subject of this public procurement are trams 30 meters long and with a capacity of at least 50 seats, excluding folding seats, so that such a vehicle could accommodate at least 200 passengers.

The longest delivery period for the first tram vehicle that the Contracting Authority is willing to accept is a maximum of 18 months (from the date of advance payment), and for the complete purchase of trams, the delivery period is 42 months from the date of signing the contract.

The aim of the purchase of 85 new low-floor tram vehicles is the renewal of the public transport fleet of the City of Belgrade.

The delivery of trams includes the delivery of supporting equipment and diagnostic devices, employee training and vehicle maintenance within the warranty period, in accordance with the technical specifications and conditions set out in the tender documentation.

All contracted examinations and tests of the tram vehicle must be carried out within a period that cannot exceed 30 days, counting from the date of signing the Certificate of Provisional Acceptance for each individual vehicle.

The technical specification requires that the trams be at least articulated three-part vehicles, with at least three completely low-floor modules and four bogies, each of which must be fully swiveling, and at least two bogies must be motorized.

New trams, as required by the Contracting Authority, must have autonomy of movement in cases where there is no voltage in the contact network for a length of at least 150 meters.

Also, the selected Tenderer is obliged to submit a proposal for a Tram Maintenance Plan for different periods of exploitation with the offer. For example, 6,000 km or once a month, 35,000 km or every six months, 130,000 km or after a year, 600,000 km or after eight years, and so on.

The trade union “Centar” at GSP Beograd welcomed the initiative for a new tender, because the tram system is in “critically poor condition” and needs modernization.

The trade union also emphasized that it was important that the tender be open to all reputable participants, because it was a “strategic procurement of vehicles that should be in operation for at least the next 30 years.”

The statement issued by the trade union says that it is still an open question whether the City will have the money to implement this procurement, which is estimated at more than EUR 230 million EUR.
