Construction permit issued for works necessary for launching subway mole in Bele Vode station area – Request for preparatory works on halls of depot complex in Makis denied

The Ministry of Construction, Transport and Infrastructure has issued a construction permit to the Belgrade Metro and Train company, as the investor, for construction works at the Bele Vode station, necessary for launching the TBM (Tunnel Boring Machine), or the so-called subway mole.

The investor is specifically allowed to carry out works related to the first phase of the first subway line and the future Bele Vode station. These are construction works necessary for launching the TBM, which include diaphragm and barrette inlets, reinforced concrete diaphragm and barrettes, excavation and installation of a bracing system to secure the foundation pit.

The works also include the construction of the foundation slab, waterproofing to ensure the watertightness of the structure, drainage wells for lowering the groundwater level, including the installation of pumps, hydrotechnical installations in the foundation slab, electrical installations (earthing) in the diaphragms and the foundation slab.

The estimated value of the works is approximately 3.43 billion dinars excluding VAT.

At the same time, as can be seen in the permits, the ministry denied the request for issuing a building permit for preparatory works for the construction of a hall for the dressing and cleaning of rolling stock (facility number 4), as well as a hall for infrastructure maintenance (facility 5) of the first phase of the first subway line within the complex of the future depot at Makis with accompanying infrastructure.

As explained in the decision on the rejection of the request for issuing a building permit, among other things, it was determined that the cadastral plots were not subject to location requirements, and if, after the issuance of the location requirements, there was a subdivision or re-division, proof of this should be submitted. It was also pointed out that the main volume attached as part of the request for the execution of preparatory works does not contain clear data on the basis of which it can be concluded that it concerns the execution of piles and head beams that ensure the safety and stability of the terrain, i.e. that the project does not exceed the scope of preparatory works.

– In the brief technical description of the main volume in the introductory part of the description of preparatory works, it should be specified which works are included in the preparatory works project in a way that clearly describes the scope of works, in particular which piles with head beams imply works that ensure the safety and stability of the terrain, with the note that the subject of preparatory works cannot be piles that imply works on the construction of the foundation structure of buildings (foundation piles with head beams for halls, foundation beams, short piles for supporting steel columns and head plates above piles - this was emphasized, among other things, in the decision on rejection.
