New step towards Belgrade subway: Contract signed with independent international safety assessor

The Belgrade subway construction project has entered a new phase with the signing of a contract for the provision of the services of a supervisory independent safety assessor (S-ISA), which represents one of the key steps in ensuring the highest safety standards of the future public transport system, the PUC Belgrade Metro and Train announced.

The contract was signed by Slaven Andric, Secretary for Public Transport of Belgrade, Andreja Mladenovic, Acting Director of the Belgrade Metro and Train Public Utility Company, Frank Sperl, Global Business Area Manager and CEO of TUV Rheinland InterTraffic, and Stefan Djeric, Representative of TUV Rheinland Intercert d.o.o. Beograd.

From the design and construction phase, through testing and commissioning, to the start of commercial exploitation, the independent assessor will conduct a professional and impartial safety check of the system, in accordance with the highest European and international standards.

The independent safety assessor, as indicated, is one of the key control mechanisms in modern subway and railroad systems. Their assessment will include all significant subsystems, including signaling, rolling stock, power supply, operational control center, communication and supervisory control and data acquisition (SCADA) systems, automatic fare collection, platform sliding doors, depot and associated equipment, as well as fire protection systems and management and maintenance procedures.

Special attention will be paid to the integration of all subsystems into a single functional unit, which represents one of the most complex segments of the construction of modern subway systems.

During the project implementation, the independent assessor will continuously monitor the construction of the Makis depot and the first line of the Belgrade subway, perform documentation review, test control and assess the readiness of the system to start operation. The final report will be one of the key documents for obtaining permits for the start of commercial exploitation of the subway.

The engagement of an international independent safety assessor, as it is added, represents another important step towards building a modern, reliable and safe public transport system, which will form the backbone of the capital’s transport system in the future.

Andreja Mladenovic emphasized that the signing of this contract represented another important step in the further implementation of the project.

– The construction of the subway is one of the most significant infrastructure projects in Serbia and therefore it is of utmost importance that each phase of the project is implemented with the application of the best international practices. By engaging an independent safety assessor, we provide an additional level of professional control and confirm our commitment to ensuring that the future subway system is reliable, safe and compliant with the highest European standards – said Mladenovic.

He emphasized that the Belgrade Metro and Train company continued intensive cooperation with domestic and international partners so that all aspects of the project were implemented responsibly and professionally.

– Our goal is for Belgraders to receive a modern public transport system that will contribute to improving mobility, reducing traffic congestion and further development of the city. It is especially important for us that safety is present as a fundamental principle throughout the entire process, from design and construction to the future operation of the subway system. That is why we continue to work on creating a high-quality and sustainable transport infrastructure that will serve generations to come – said Mladenovic.

Frank Sperl, Global Business Area Manager and CEO of TUV Rheinland InterTraffic GmbH, emphasized that TUV Rheinland was proud to participate as an independent safety assessor in one of the most important infrastructure projects in the region. He emphasized that the company’s expert teams would provide full support to the project so that all Belgrade subway systems were developed and verified in accordance with the highest international safety and quality standards.
