Nature as a brand - Why Montenegro has ideal conditions for the development of camping tourism

Last year was a record year for camping in Europe, so the data of the Eurocampings.nl portal show that for the first time more than 20 million online searches for this type of accommodation were recorded. This represents an increase of 11% compared to 2024, while online bookings increased by 30%. Also, out of a total of 3.08 billion overnight stays recorded in the European Union last year, 413 million or 13% were related to campsites. These data show us that this is an increasingly popular form of tourism around the world, and this is where the opportunity lies for Montenegro, which already attracts a significant number of campers with its beautiful surroundings.

Although Montenegro still does not have precise and complete data measuring the number of tourists in this segment, the Camping Association of Montenegro says that last year was very successful, with more arrivals and longer guest stays. Since the country is working intensively to become a year-round tourist destination, the development of camping tourism is one of the ways to make it happen. The season starts much earlier, ends later, and this type of tourism attracts guests who are looking for authentic experiences, travel longer and slower, and since they are not limited to hotel services, they shop in local stores and households, visit wineries and thus help small businesses and local communities.

These are just some of the reasons why Montenegro should brand camping as part of its tourist offer,
said Veselin Bajčeta, executive director of the Camping Association of Montenegro, in an interview for eKapija.


More than 70 members, goal is to connect the camping community

Founded in 2023 as an association of citizens who love nature and camping, the Camping Association of Montenegro was created due to the need for camping tourism in Montenegro to get its own organized representation.

- Before the establishment of the Association, the camping sector in Montenegro had no organization that would represent the interests of the camps and the camping community. It was important to connect camp owners and campers themselves, enthusiasts who travel in camper vans and promote Montenegro as a destination - Bajčeta says.

Today, the Camping Association of Montenegro (KACG) gathers more than 70 members, among whom are camp owners and individuals who like camping tourism. He explains that the campsites from their network make up almost the entire active camping offer in Montenegro.

- Our strategic objectives are clear. We want to raise the standards of the camping offer in accordance with European practices, promote Montenegro as a camping destination on an international level and improve the business environment for the development of camps. Also, we plan to develop a network of camping stops, i.e. locations for campers across the country, and cooperate with state and local authorities at the institutional level - says our interlocutor, adding that they are particularly proud of the international aspect of their work.

(Camp Vranjina)- We have become members of the World Camping Federation, and since March we have been a full member of the European Campsite Association. We cooperate with camping clubs and associations from the region, and thus Montenegro becomes part of the wider European camping community. Together with the Ministry of Tourism, which has an important role in this area, we are working to improve regulations and service quality. We have also launched initiatives to open camping stops, including locations near protected areas and in cooperation with several municipalities - says Bajčeta.

The aim of the Association is to increase the visibility of the camping offer, and to help the camps to meet European standards and contribute to a better business environment.

- We want Montenegro to be known as a country of authentic, green and family camps. Camping today is not just staying in a tent. It is a modern, sustainable and increasingly popular form of tourism. More and more travelers choose camping because of the freedom, simplicity and closeness to nature. Our task is that this potential in Montenegro is recognized and strategically developed - he emphasizes.


In Montenegro, there are more and more camps, but also campers

Bajčeta says that camping tourism in Montenegro is progressing, but it is still going through an important stage of development.

- There are more and more camps, the standard of services is slowly improving, and the number of visitors is increasing every year. This best shows how the market is developing. Montenegro has a natural advantage that hardly any other country in the region offers: it combines the sea, mountains, lakes and rivers in a small area. Campers are particularly attracted to this variety because they can have many different experiences in a short time - he says.

He says that the geographical position is another advantage of Montenegro as a destination.

- Montenegro is located on the Adriatic route towards Albania and Greece, but also between several Balkan countries. More and more guests are perceiving the region as a single tourist area. They often spend a few days with us, then continue their journey to Albania, North Macedonia or Serbia, and then come back again. This connection with the region gives us a real advantage over our competition - says Bajčeta.

Speaking about the shortcomings, he points out that the picture is not equal in all parts of the country.

- Camping is losing space on the coast under the pressure of investor urbanism. If we lose space on the coast, the campsite will move inland, but we will lose part of the identity of the Adriatic camping destination - warns eKapija`s interlocutor, pointing out that, nevertheless, certain locations such as Ulcinj, Utjeha and Buljarice still preserve the authentic camping ambience.

The situation is different in the central and northern part of the country.

- More and more small family camps are opening there in natural surroundings, next to rivers and lakes. This model follows contemporary trends: smaller capacities, authenticity and proximity to nature.

When it comes to competitiveness, Bajčeta states that Montenegro has already taken advantage of some opportunities in the region.

- Due to the high prices of campsites in Croatia, many campers chose Montenegro in 2025. Also, the restrictions on so-called "free camping" in Greece have redirected part of the market here. Campers are special because, once they find a destination that suits them, they often come back for years. Now is the right time to improve the infrastructure, signaling, service zones for camper vans and preserve the space in order to keep those guests for a longer time - Bajčeta points out.

He says that Montenegro can be competitive with the countries of the region, but only if it saves space for camping on the coast and develops the infrastructure in the interior in parallel.

- Without a clear spatial policy and support for small camps, we can hardly keep up with the region in the long term - he adds.

Sustainability as a basic requirement for competitiveness in the market

If we talk about the offer itself, today there are more than 50 registered camps in Montenegro. However, due to ambiguities in administration and procedures, their exact number is not known.

- That`s why the Camping Association of Montenegro is working on standardization of records and better mapping of campsites, so that the sector can be presented more clearly and transparently - says Bajčeta.

As for quality, the camps in Montenegro work according to the current rules and regulations that ensure basic standards.

- However, European camping standards are progressing rapidly, especially in the areas of sustainability, energy efficiency, waste management and digitalization of services. There is room for improvement. That is why, as an Association, we started mapping existing standards and are looking for ways to modernize them according to European practices. Our goal is not just to meet the norms on paper, but to really move to a sustainable way of doing business - he points out.

As a good example of this approach, Bajčeta cites the Ilijin Vir camp.

- Through the "Green Transformation of Camp Ilijin Vir" project, this family camp became the first pilot-model of green transformation in the Montenegrin camping sector. Systems for heating water from renewable sources, sensors for automatic switching off of lights, systems for collecting rainwater and selective waste disposal were introduced. These measures reduce energy and water consumption by about 30%, and at the same time improve the quality of guests` stay - says our interlocutor.

As he adds, a special part of the project was dedicated to educating employees and guests. The camp also received an interactive information board about the biodiversity of the Zeta River Valley, which gives tourism an educational value.

- It is important to note that "Ilijin Vir" is the only camp in Montenegro that received support through the European Cross-domain Open Innovation Program, along with about 80 projects from five EU countries and Montenegro. In this way, a clear standard was set that other camps can follow - he says.

He adds that in practice, many camps in Montenegro already work with a low consumption of resources, because they are mostly family facilities in natural surroundings.

- Now is the time to formalize these principles, improve them and make them measurable. Sustainability in camping is no longer an added value, but becomes a basic condition for competitiveness on the market - Bajčeta says.

Brand the campsite as part of the green tourist offer

When asked whether Montenegro can brand camping as part of its green tourist offer, Bajčeta answers that not only can, but it should be done.

- The average camping guest from Western Europe is very ecologically aware and is used to organized systems with clear standards. That`s why it`s important to offer the same conditions here. Camping guests quickly notice whether the destination really respects nature or just uses it as a backdrop. This is why educating camp owners about green business is very important, not only for the sake of ecology, but also for the sake of competitiveness in the market. The impression a guest takes from Montenegro is the best advertisement we can have. Camping tourism relies to a large extent on recommendations and experiences that are shared among people - Bajčeta points out.

He reveals that most camps are currently located in regions with rich natural values.

- The Skadar Lake National Park, Rijeka Zeta Nature Park and Durmitor in the north of the country stand out. The coast still has a strong position, especially Ulcinj and the places that have preserved the natural environment. Recently, the camping offer has been expanding to other parts of the country, such as the area around the Plav lake and smaller rural areas, which see camping as an opportunity for the development of small family businesses - he states.

As he says, the advantage of Montenegro is that almost every municipality has natural or cultural values ​​that can be the basis for a camping offer, be it mountains, lakes, rivers, old towns or wine and rural areas.

- Camping is perhaps the most natural form of tourism for a country that presents itself as an ecological country. This type of tourism means less consumption of space, less pressure on infrastructure and greater connection with nature. If we want "green" to be more than just an empty word, camping tourism can be one of the clearest proofs that we are serious about this direction of development - emphasizes Bajčeta.

Camping guests come to Montenegro from various countries, but most of them come from countries with a long tradition of camping, such as Germany, Austria, the Netherlands, Slovenia, the Czech Republic and Italy. In those countries, camping is a part of everyday life, and not just an alternative way of traveling. They have strong national camping clubs, good infrastructure and a long traveling tradition.

- It is important to note that the camping season in Montenegro begins long before the official tourist season. The first major arrivals start already in April, and if the weather is favorable, the season can last until November. In the pre-season and post-season, the most frequent guests are foreigners, mostly pensioners with camper vans. They are very reliable and grateful guests. Sometimes they only stay for a day or two, but they often extend their stay for several weeks if they like the destination. Through cooperation with the CCS club from Slovenia, we have a good insight into their habits. Their members spend about 220 days a year in camper vans. They usually spend the winter in warmer regions such as the south of Spain or Morocco, and in the spring they travel through Europe. Montenegro is on that route and is particularly attractive in April, May, June and again in September - Bajčeta tells us.

During July and August, when there are big crowds and high temperatures in Montenegro, especially in the south of the country, part of the campers chooses mountain and fresher destinations in the interior of the country.

- However, this does not mean that there are none on the coast, on the contrary, the number of campers is still very high in that period. The difference is in the structure of the residence and the choice of location. In early autumn, the arrival of guests from Western and Central Europe, who travel longer and slower, intensifies again. It is precisely these guests who are the foundation of year-round tourism in many European countries - says the interlocutor of eKapija.

He states that in the main summer season there is a strong arrival of families from the region, while in recent years there has also been an increase in the number of digital nomads who combine remote work and being in nature, especially in camps in the interior of Montenegro.

- As far as statistics are concerned, unfortunately we do not have precise and complete data. Official figures are collected once a year, and Monstat monitors only a limited number of camps. This does not give a true picture of the sector and is not sufficient for serious planning. According to the data from the field and the experiences of the camps, the year 2025 was very successful, with more arrivals and longer stays of guests - says Bajčeta, adding that they expect an even better season, especially with the improvement of the traffic infrastructure.

- Solving access to coastal areas and continuing the construction of the highway additionally open up opportunities for the development of camping tourism in less connected regions.


Administrative and infrastructure barriers

When asked what the main administrative obstacles are for opening new camps, Bajčeta says that it depends on the location itself.

- If the camp is planned inside a national or nature park, the procedure is much stricter. Strict conditions for the protection of the space must be met, approvals from the relevant institutions must be obtained and the project must be harmonized with the protection rules. This is expected, but requires more time and professional preparation - he says.

On the other hand, in the areas outside the protected zones the procedure is not too complicated, especially since the camps are usually located outside the urban areas. Then, he says, it is often not necessary that a detailed urban plan specifically foresees a camp, but registration can be carried out relatively easily according to the existing rules.

- One of the main goals of the Camping Association of Montenegro is to facilitate this process for its members. Especially in the pre-season, we dedicate a lot of time to advising camp owners on registration, documentation and compliance with regulations - says Bajčeta, stating that, when it comes to infrastructure, the challenges are much greater.

- Poor road infrastructure on the coast affects the overall experience of guests. In some municipalities, such as Ulcinj, there are also problems with electricity stability, which further complicates the situation. Also, it is important to emphasize that the quality of the destination does not depend only on what happens in the camp. Arranged access roads, good signage and clean environment along the roads all affect the image of the destination. Campsite owners can invest a lot in their space, but if the environment is neglected, it directly affects guest satisfaction. That is why the development of camping tourism cannot be the work of individuals, but must be part of wider infrastructural and spatial planning - Bajčeta warns.

Large investments can be expected by entering the EU

When it comes to investments in this segment, eKapija`s interlocutor says that there is currently no significant interest from large investors in camping and glamping capacities.

- In the last few years, investors have mainly focused on the construction of apartments, condo hotels, and classic concrete projects that bring a quick return on investment. Camping tourism works differently because it requires a long-term vision, space conservation and a special approach to development. That is why smaller, family camps that are started by individuals, and not large investment funds, are growing the most. As an Association, we strongly support this kind of development because it preserves the authenticity and natural character of the destination - says Bajčeta, adding that the situation is changing after all.

- Montenegro is getting closer to membership in the European Union, which will certainly attract more serious investors who are already familiar with the developed models of camping and glamping tourism throughout Europe. In countries such as Croatia, almost a third of tourist traffic in some regions comes from the camping sector. It clearly shows the potential of this segment. By then, our goal is to create an environment where sustainable solutions will be more important than mass concreting. Together with the relevant institutions, we are working on the promotion of Montenegro as a destination for the sustainable development of camping and glamping, especially in the north of the country, where there is great natural potential. If clear rules and spatial frameworks are set in time, camping and glamping can be a smarter alternative to traditional construction, with less pressure on space and long-term economic sustainability - he points out.

Season extension and more balanced regional development

Montenegro aspires to become a year-round tourist destination, and our interlocutor believes that camping tourism can significantly extend the season and help the more even development of different regions of Montenegro.

- Unlike hotel tourism, which has the highest number of visits in July and August, the camping season starts earlier and lasts longer. The first guests arrive as early as April, and if the weather is favorable, the season is extended until November. Camping works like this for seven to eight months, and in some parts of the country even longer.

He states that the most overnight stays are in May, June, July and September.

- Although there are the most guests in July and August, May, June and September are important because that`s when the guests who stay longer and travel slowly come. These months bring stability to the camps - Bajčeta says.

Another advantage of camping tourism is that it helps distribute guests more evenly across the country, he adds.

- Camps are usually outside cities, along rivers, lakes, mountains or in the countryside. Thus, the income from tourism does not remain only on the coast, but also reaches the interior. It is also important that camping guests are not limited to hotel services. They shop at local stores, eat at restaurants, visit wineries, farms and cultural events. Thus, they directly help small businesses and local communities. Because of all this, camping tourism is not only a different way of vacation. It is also a tool for extending the tourist season and more even development of the country.

Serious and growing market

When asked what the state should do in order for camping tourism to become a more significant segment of Montenegro`s tourist offer, Bajčeta answers that first of all it should be understood that this is a serious and growing market, and not just a secondary type of accommodation.

- The most important prerequisite is a good infrastructure. Quality roads, clearly marked roads, service areas for camper vans, reliable electricity supply and a clean environment have a direct impact on whether campers will stay or just pass through the destination. Camping guests are mobile. If access is difficult for them or the infrastructure is bad, they will easily change their plan and go elsewhere, he says.

Another important factor is administrative obstacles - long waiting times at the borders, complex procedures or additional obligations leave a bad impression.

- If Montenegro became a member of the European Union, movement would be easier, some obstacles would disappear and the confidence of European guests would increase. Free movement without being held at borders is very important for camping tourism. An important segment is the planned definition of camping stop zones. Montenegro needs dozens of smaller, functional camping stop locations along main traffic routes, near national parks, lakes and urban centers. This does not require large investments, but it requires a clear strategy - Bajčeta states.

Speaking about the further development of camping, he points out that in the next 5 to 10 years, the goal should not be mass construction of large camps, but a gradual increase in the number of small and medium-sized camps, development of the network of camping stops and improvement of the quality of existing capacities.

- Montenegro should not become a country of large concrete tourist complexes intended for sale, but rather develop a network of authentic, family and sustainable camps connected by quality infrastructure. If the roads are improved, the procedures are simplified and the area is developed according to plan, camping tourism can become one of the most stable and permanent parts of the tourist offer in Montenegro - concluded Veselin Bajčeta in an interview for eKapija.
