Public access to Draft Detailed Regulation Plan for area of Institute for Animal Husbandry and new commercial zone north of E-70 highway announced: 144,027 m2 of commercial facilities planned in first phase

The Secretariat for Urban Planning and Construction Affairs announced a public review of the Draft Detailed Regulation Plan for the area of the Institute for Animal Husbandry and the new commercial zone north of the E-70 highway, the city municipalities of Surcin and Zemun, with the Strategic Environmental Assessment Report.

The development of this plan was initiated based on the Decision on the Development of the Detailed Regulation Plan for this area. The decision, Article 4, states that the plan can be adopted in phases, so the planning document that is being put on public access represents the first phase, which includes the commercial zone north of the E-70 highway.

– The remaining phases will be defined in accordance with the priorities in the development of the Institute of Animal Husbandry, and according to the development plan of the Ministry of Science, Technological Development and Innovation in cooperation with the Office of the Chief Urban Planner of the City of Belgrade, the Belgrade Land Development Public Agency and the Secretariat for Urban Planning and Construction Affairs, with mandatory verification by the Planning Commission of the City Assembly of Belgrade – it is specified in the draft DRP for the first phase.

The aim of the DRP is, as specified, to plan a zone of commercial facilities of a higher level of attraction along the entrance route to the city of Belgrade, equipping the land with traffic and utility infrastructure and defining the rules of development and construction in accordance with the potential and limitations of the location, while determining environmental protection measures.

The plan was presented at the Early Public Review in the period from September 29 to October 13 last year.

The Plan boundary includes part of the territory of the city municipalities of Surcin and Zemun, north of the E-70 highway - the commercial facilities zone, Soko Salas Street and Nova 5 Street.

The area covered by the plan boundary is approximately 7.9 ha, while the net area of the block is 6.5 ha. In this phase, when it comes to commercial facilities, a GDFA of 144,027 m2 is planned, and the planned number of employees in this phase is 864.

Commercial facilities include trade, business, hotels, shopping malls, catering facilities,
commercial facilities for culture, tourism and entertainment, commercial facilities in the fields of education, social and health care, commercial facilities for sports, business apartments. etc.

The maximum height of the building is 18 m above ground level.

The road network currently occupies 0.4 ha, and it is planned that within the plan, together with the greenery in the regulation of the roads, they occupy 1.4 ha.

The plan includes the Nova 5 road and Soko Salas street (reconstruction of the existing one). Access to the area will be via the Nova 1 and Nova 5 roads, as well as the exit from the direction of Belgrade directly from the highway via Soko Salas street. The Nova 5 road is planned with a 13 m roadway and 3 m sidewalks on both sides. Soko Salas Street is being reconstructed and planned with a profile that includes a 7 m roadway and 3 m sidewalks on both sides.

Parking, as indicated, should be resolved on the plot, in the garage or in an open parking area within the plot. Of the total number of parking spaces, a minimum of 5% of parking spaces should be provided for people with disabilities. Within each construction plot, a certain number of parking spaces equipped with electric chargers and bicycle parking areas will be planned in cooperation with the Secretariat for Transport.

Area suitable for the use of geothermal and solar energy

Due to the large amount of groundwater of optimal temperature, the subject area is an area suitable for the use of geothermal energy, the document states. Geothermal energy can be used via water-water heat pumps for operation in both winter (heating) and summer (cooling) modes. It is added that the concept of using geothermal heat pumps (water-water heat pumps) connected to exploitation and absorption wells, in combination with air heat pumps (air-water heat pumps), can be planned. Such a system can also be used in summer mode for cooling purposes.

It was also emphasized that the area covered by the plan, according to the inflow of solar energy, is relatively rich in values that reliably ensure the mass and economical use of this type of renewable energy source.

Archaeological site with prior protection

Within the subject area is the archaeological site of Soko Salas with finds from the Roman era, which, based on Article 32 of the Law on Cultural Heritage, is subject to prior protection that is permanent.

The plan was commissioned by First Time d.o.o. from Belgrade, the drafting authority is the Secretariat for Urban Planning and Construction, and the developer of the plan is IBM Consult d.o.o. Belgrade.

The document will be available for public inspection from January 12 to February 24, every working day from 9 a.m. to 6 p.m., in the Belgrade City Administration building, at 43-45 27. marta Street (in the semi-basement).
