As explained in the tender documentation, the development of coal exploitation in the Kolubara coal basin requires the expansion of exploitation capacities and the opening of new open pits. The Pestan River, in its lower course, flows through the Kolubara lignite basin. This watercourse flows through the planned exploitation fields - Field E and, at the confluence in Kolubara, through the South Field.
– Given that the Pestan River flows through Field E, in order to protect the future mine from flooding by water from the Pestan River, works are planned to protect the mine from future flooding. The protection of the E mine from flooding is planned by regulating the Pestan River in the area of the future mine and controlling the flow of flood waters – the documentation notes.
A system is planned for the regulation of the Pestan River, consisting of facilities that provide active and passive flood protection measures. The active measures are five retention basins - two on the Pestan River - Rudovci and Krusevica and one each on the tributaries Trbusnica, Bistrica and Darosavica, and the passive protection measures take the form of the southern peripheral canal - the relocated and regulated bed of the Pestan River in the area of the southern border of the E mine, with a length of 7,866 m.
The future system for protecting the E mine from the high waters of the Pestan River will be implemented in two steps:
– The first step involves the construction of a bypass of the Pestan River bed, which represents the de facto upstream end of the southern peripheral canal. The length of the bypass should be 3,683 m (of the 7,866 m total length of the southern peripheral canal). The construction of the bypass will create conditions for the start of mining works on Field E, more precisely for the construction of the Field E assembly site.
– The second step of the system development involves the construction of 5 retention basins on the Pestan River and its tributaries and the remaining part of the southern peripheral canal with a length of 4,183 m. The retention areas are designed so as to have their dimensions accommodate the entire flood of the hundred-year high waters from the basin upstream of the dam profile (without overflow).
The deadline for the execution of all contracted works is a maximum of 24 months from the date of the possession of the site.
