According to a confirmation from the Ministry of Construction, Transport, and Infrastructure dated September 9, 2026, the facility will be built on cadastral plot 548/30 KO Kovilovo, with construction scheduled to begin on September 15, 2026.
The project entails the construction of four structures.
The reception building will have a gross developed area (GDA) of 272.64 m2, a ground-floor area of 192.82 m2, and a floor structure of GF+0, GF+1. A conference building with an area of 64 m2 and a floor structure of GF+0 is also planned.
Two parking canopies will be built within the complex. The first will cover 233.01 m2 and provide 10 parking spaces, while the second will cover 238.70 m2, also providing 10 parking spaces.
The total GDA of the four structures is approximately 798 m2.
The investor had previously obtained a temporary building permit for the works, issued on August 28, 2026, and a third-party liability insurance policy was also submitted alongside the notice of commencement of works.
First agreement signed in 2018
The construction of this park, a project jointly implemented by the Government of Serbia and the Chinese state-owned company China Road and Bridge Corporation (CRBC), has been in the pipeline for years.
The Mihajlo Pupin Serbian-Chinese Industrial Park is envisaged as one of Serbia’s most ambitious infrastructure projects. In 2018, the Ministry of Finance signed an agreement in Beijing with the China Road and Bridge Corporation regarding the park’s construction. Subsequently, in November 2019, officials announced that construction of the industrial park in Borca was set to begin in late March 2020 and added that project financing had been discussed with representatives from the Bank of China, which confirmed it would finance all companies relocating from China to the industrial park. However, this was followed by the outbreak of the coronavirus.
Located on the left bank of the Danube, near the Pupin Bridge, the park will span 320 hectares, with an additional 180 hectares designated for supporting infrastructure, bringing the total area to over 500 hectares. The project is the result of cooperation between the Government of Serbia and the Chinese company China Road and Bridge Corporation (CRBC), and its implementation is planned in three phases.
Over a year ago, the Mihajlo Pupin Serbian-Chinese Industrial Park project was the subject of a meeting between Serbia’s Minister of Economy, Adrijana Mesarevic, and representatives from the Chinese company CRBC.
As Mesarevic announced on her Instagram profile at the time, she held what she described as a “constructive conversation” with the Chinese delegation regarding the steps toward realizing the project.
