EPS Seeks Company for Social Media Monitoring and Early Detection of Negative Narratives - Contract Estimated at RSD 14.4 Million

Elektroprivreda Srbije (EPS) has announced a public procurement procedure worth 14.4 million dinars for a service to monitor public opinion on social media and in online communities, with the aim of identifying negative narratives and potential reputational crises at an early stage.

According to the tender documentation, the selected bidder will be responsible for continuously monitoring content on Facebook, Instagram, X (Twitter), TikTok, YouTube and Reddit, as well as forums, blogs, comments and public groups, with 24-hour monitoring seven days a week.


The procurement covers the monitoring of 10 keywords or phrases, data collection and filtering, content categorization, identification of dominant and negative topics, sentiment analysis, as well as identification of key communicators and assessment of the risk of escalation.

A separate segment of the service concerns a real-time alert system. The service provider will be required to notify representatives of EPS's Public Relations Sector by telephone, email and Viber when a negative topic becomes more visible, changes its narrative or spreads to other digital channels.

The tender documentation states that public opinion on social media forms very quickly and that negative sentiment can rapidly develop into a reputational or media crisis. Therefore, it emphasizes that the timely identification of negative narratives is crucial for protecting the company's reputation and planning communication activities.

The procurement is divided into three phases. In addition to daily monitoring, the selected bidder will prepare monthly analytical reports on dominant and negative topics, including sentiment analysis and recommendations for further communication activities, while at the end of the contract period it will prepare a consolidated annual report analyzing trends, crisis situations and factors contributing to the deterioration or stabilization of public opinion.

The contract will run for 12 months, and the deadline for submitting bids in the open procedure is August 21.
