Newly Announced Tender for Electric Scooter and Bicycle Rental Suspended: Reason - Communication Error

Shortly after announcing it, the City of Belgrade has officially suspended the public tender for the selection of an operator that was to manage the electric scooter and electric bicycle rental system across the capital over the next five years. The reason, according to the Secretariat for Transport, was a "communication error" within the Secretariat.


The City Secretariat for Transport opposes any form of scooter rental at locations across the City of Belgrade where there is no supervision by an authorized person renting it out, including rentals by minors, who may rent a scooter without any guarantee that they possess the mandatory protective equipment, thereby directly endangering their own safety as well as the safety of others. For this reason, the tender announced as a result of a communication error within the Secretariat for Transport is being suspended, and we apologize to all citizens of Belgrade - the statement reads.

The Secretariat for Transport added that this has also been the position repeatedly expressed by the Mayor over the past several years whenever this issue has been raised publicly.

As a reminder, when this tender was published a few days ago, it stated that the plan envisaged the installation of a total of 238 stations and a fleet of 2,000 new electric scooters and 600 electric bicycles, with the system to be rolled out in three phases. The tender provided that, during the first phase, the selected operator would deploy 1,000 new scooters at 123 stations within two months of receiving approval. The second phase would involve introducing 300 electric bicycles at an additional 85 stations, while the third phase would expand the network with another 1,000 scooters and 300 electric bicycles across the remaining 30 locations.
