In the first phase, the selected operator will be obliged to install 1,000 new scooters at 123 stations within two months of receiving approval. The second phase entails the introduction of 300 electric bicycles at an additional 85 stations, while in the third phase the network will be expanded by another 1,000 scooters and 300 electric bicycles at the remaining 30 locations.
National and foreign legal entities and entrepreneurs who can prove experience in managing scooter and electric bicycle rental systems are eligible to participate. One of the conditions is that they have maintained such systems for at least six months before the call for tenders and that they have experience working in at least two cities in the country or abroad.
The competition also stipulates technical requirements for vehicles and software platform. The mobile application must enable user registration, vehicle unlocking via QR code, electronic payment, display of available vehicles in real time, as well as failure reporting. The system will have to support geographic zones with no driving, no speed limit and no parking, with automatic adjustment of vehicle operation.
When ranking the applications, the experience of operators in large cities with more than a million inhabitants, the length of work on similar systems, as well as the ability for the application to provide users with voice warnings when entering restricted zones, bring the most points.
The deadline for submitting applications is 14 days from the announcement of the competition on the City of Belgrade website.
