New residential areas in blocks between Novi Sad Fair, Micurinova and Kralja Petra streets, expansion of Betania and preschool institutions planned – Potential underground garage too

In the coming years, the blocks between Novi Sad Fair, Micurinova Street, Kralja Petra I Boulevard and Branimira Cosica Boulevard will, by all accounts, undergo a significant transformation. The City Administration for Urban Planning and Construction of Novi Sad has announced an early public review of the General Regulation Plan Study for the blocks between the aforementioned streets, which covers approximately 25.50 ha.

As indicated in the document, the goal of the development and adoption of the plan is to review the urban parameters established by previous planning documentation, as well as to define spatial capacities, zoning rules and construction rules that would enable “further harmonious spatial development of the diverse contents of the subject area,” all in accordance with the General Urban Plan.

What the plan envisages

For the general city center along Kralja Petra I Boulevard, along the northern border of the spatial scope of the plan, the completion of the unrealized segments of the street row is planned, with planned new buildings with a maximum floor structure of GF+5+L, in accordance with the elevations of the roof ridges of the neighboring facilities.


When it comes to medium-density multi-family housing, the plan is for housing with a floor structure of GF+4+L. High-density housing will be kept in the previously realized capacities, i.e. from four to eight floors.

The plan also includes the expansion of the Gynecology and Obstetrics Clinic complex (also known as Betanija). Its capacity will be increased partly at the expense of existing residential lots on the southern edge, and partly by the construction of a new maternity hospital with neonatology, whose floor structures will be from GF+2 to GF+3.

For the complex of the Preschool Institution “Radosno detinjstvo,” the plan is to increase the dimensions of the building by adding or upgrading the existing building. Its complete replacement with a new one with a maximum floor structure of GF+1 is also possible.

As for the student standard building in the immediate vicinity of the Fair, no increase in capacity or number of floors is planned. It was also noted that in the area of the student and student standard, the greenery will be adapted to the needs of the users, i.e. for sports and recreational zones, for outdoor relaxation and learning, with the provision of urban furniture.

As emphasized in the document, for certain parts of the plan, the replacement of family housing with multi-family housing of lower density will be considered in the form of buildings with a maximum number of floors: basement, ground floor, one floor and attic on two floors. These buildings will be built on a maximum of 40% of the plot area and will be covered with flat or shallow sloping roofs sheltered by an attic. A maximum of 3 residential units will be planned in these buildings.

The green square in the center of May 1 Square will be preserved as a public park, and in the northwestern part of the area, in the part that will be realized as a complex of medium-density multi-family housing after the relocation of the contents of the DES complex, a linear public green area is planned.

The conditions of the Institute for the Protection of Cultural Monuments and PUE Lisje will be applied to the Uspensko groblje (Assumption Cemetery) complex.

It is also added that the elements of the roads and cross-sections of the streets, as well as the needs and possibilities for the construction of an underground garage, will be reviewed within the framework of the draft plan.

This document will be available for early public inspection until April 24.
