EU has no concrete solution to problems of Western Balkan transporters

The European Union has no concrete solution to the problem faced by truck drivers from non-EU Western Balkan countries. “We understand that this issue is particularly important for the region, as the EU is the largest trading partner of the Western Balkans, but also for European companies and supply chains in the EU. We are closely monitoring the situation and are in contact with our partners in the region,” the European Commission (EC) told N1.

The European Commission emphasizes that the EU “recognizes the importance of road transport, which accounts for almost 80 percent of trade with the region, as well as the importance of professional truck drivers for bilateral trade relations” and that work is underway to find a solution.


The EC reminds that, after the initial meeting with the ministers of the interested countries, a technical working group was formed, which has met several times so far.

– The goal is to ensure a clear understanding of the functioning of the entry/exit system and to consider measures to mitigate possible negative consequences – says the spokesperson.

They add that the member states are also considering concrete solutions to facilitate the mobility of transporters - professional truck drivers.

– This may include amendments to national laws regarding the issuance of long-term national visas – the European Commission tells N1 and adds that the work will continue.

As they point out - the amendment to the Entry/Exit System (EES) remains in force.

– Our first and highest priority is the security of Europeans. The EES is part of that goal. This system does not introduce new requirements regarding the length of short-term stays in the Schengen area. What it brings is better implementation of existing rules and systematic detection of irregularities – the EU Commission reminds.
