The process of transferring the land required for the construction of the Polyclinic at the UCC Nis has been completed - The design project will be prepared this year, and a tender is expected to be announced next year

With the transfer of ownership of the plot from the Niš to the Serbia, after which it was granted for use to the University Clinical Center (UCC) Nis, the formal prerequisites for constructing the polyclinic across the road from the Pathology building have been fulfilled, said acting director Prof. Dr. Zoran Perisic, as reported by "Niske vesti".

The polyclinic is planned to have five or six floors, with a total usable area of between 15,000 and 18,000 square meters. All outpatient clinics and day hospitals are set to be relocated there.

As Perisic explained, the design documentation will be completed this year, while the tender for construction works is expected to be announced next year, when work on the project should begin.

It is worth recalling that last autumn, Finance Minister Sinisa Mali and Vice President of the European Investment Bank (EIB) Robert de Groot signed a loan agreement for the second phase of reconstruction of clinical centers in Belgrade, Novi Sad, Nis and Kragujevac. This created the conditions for launching the second phase of the project, which includes the modernization, renovation and expansion of four clinical centers, with a total estimated value of EUR 662 million.


At the time, it was announced that the EIB loan would amount to a total of EUR 315 million, to be provided through two financial contracts: the first, worth up to EUR 157 million (already signed), and the second, worth up to EUR 158 million, which is expected to be signed in 2026.

In the meantime, the Serbian Parliament has received a bill concerning the first of the two financial agreements with the EIB, providing for a EUR 157 million loan. As previously specified, the bank will disburse the funds in up to 15 tranches. Each tranche will amount to at least EUR 10 million, or, if lower, the remaining undrawn balance of the loan. The repayment period will be 25 years, including a five-year grace period.

The project encompasses the second phase of modernization, reconstruction and expansion of four tertiary healthcare institutions (clinical centers) in Belgrade, Kragujevac, Nis and Novi Sad. Specifically regarding the UCC Nis, the project foresees financing for the construction of a polyclinic, the reconstruction of existing medical infrastructure, and the preparation of design documentation for a Regional Children’s Hospital within the same institution.

Project implementation began in January 2023 and is scheduled to run until December 2032. The completion of all new and reconstructed facilities is planned for December 31, 2032.

Planned works at the UCC Nis:


• Construction of new facilities: a polyclinic with specialist outpatient clinics, a technical and economic block (kitchen and laundry), and a garage

• Reconstruction and expansion of existing medical infrastructure: the Center for Adult Mental Health Protection, the Specialist Outpatient Cardiology Clinic, and the Clinic for Infectious Diseases

• External connection works linking the old and new sections of the complex

• Preparation of design documentation for the construction of the Regional Children’s Clinic
