What second phase of reconstruction and expansion of four clinical centers entails

A little over a week ago, Minister of Finance Sinisa Mali and Vice President of the European Investment Bank (EIB) Robert de Groot signed the Loan Agreement for the second phase of the reconstruction of clinical centers in Belgrade, Novi Sad, Nis and Kragujevac, which created the conditions for the start of the second phase of the project, which includes the modernization, renovation and expansion of four clinical centers with a total estimated value of EUR 662 million. At that time, it was announced that, of this amount, the EIB loan would be a total of EUR 315 million through the signing of two financial agreements, the first in the amount of up to EUR 157 million (signed), and the second in the amount of up to EUR 158 million, the signing of which is planned for 2026.

In the meantime, a draft law on the first mentioned financial agreement with the EIB, which envisages a loan of EUR 157 million, has arrived in the Serbian Parliament.

As specified, the bank will pay the loan in a maximum of 15 tranches. The amount of each tranche will be a minimum of EUR 10,000,000 or (if lower) the entire undrawn balance of the loan.

The loan repayment period will be 25 years, including a grace period of five years.

As stated, the interest rate will be determined upon withdrawal of each tranche separately, with the option of choosing a fixed or variable interest rate. The final date of availability of the loan will be 72 months from the date of entry into force of the Financial Agreement. The possibility of early repayment of all tranches or part of any tranche is also envisaged, if it is assessed that this is more favorable from the point of view of public debt management.

What does the four clinical centers project include?

The project includes the second phase of modernization, reconstruction and expansion of four tertiary healthcare hospitals (clinical centers) in Belgrade, Kragujevac, Nis and Novi Sad. The project includes the renovation and completion of the existing facility, construction of new and reconstruction of the existing medical infrastructure at the University Clinical Center of Serbia in Belgrade, construction of new facilities and reconstruction of the existing medical infrastructure at the University Clinical Center of Kragujevac, construction of new facilities at the University Clinical Center of Vojvodina in Novi Sad, as well as the construction of a polyclinic, reconstruction of the existing medical infrastructure and preparation of project documentation for the Regional Children’s Hospital at the University Clinical Center of Nis.

The project implementation began in January 2023 and will be completed by December 2032. The physical completion of all new and reconstructed facilities is planned for December 31, 2032.

University Clinical Center of Serbia (UCCS)

• Construction of new facilities - Neurology Clinic
• Reconstruction and extension of existing medical infrastructure: Completion of the reconstruction and extension of the Central Facility (phase 2a - part of the existing podium with an area of approximately 10,000 m2, operating block, laboratory, morgue, server room for better functionality of phase 1, as well as phase 2b - part of the existing podium and existing tower, total area of approximately 37,000 m2, external landscaping with construction of a garage)

The reconstruction and extension will also include the First Surgical Clinic - Clinic for Digestive Surgery, as well as the Second Surgical Clinic - Clinic for Cardiosurgery and Clinic for Vascular Surgery.

The total area of impact of the Project is approximately 70,650 m2 of construction and reconstruction of facilities.

University Clinical Center Nis (UCCN)

• Construction of new facilities: Polyclinic with specialist clinics, Techno-economic block - kitchen and laundry, as well as garage
• Reconstruction and extension of existing medical infrastructure: Center for Adult Mental Health, Specialist Clinic of Cardiology and Clinic for Infectious Diseases
• External works of the connection between the old and new parts of UCCN
• Preparation of project documentation for the construction of the Regional Children’s Clinic

The total area of impact of the Project is approximately 29,000 m2 of construction and reconstruction of facilities.

University Clinical Center of Vojvodina in Novi Sad (UCCV)

• Construction of new facilities: Unit D, Clinic for Infectious Diseases and garage

The total area of impact of the project is approximately 43,500 m2 of construction of facilities.

University Clinical Center Kragujevac (UCCK)

• Construction of new facilities: new central building 14A with bridges and external works and external installations of the complex, as well as landscaping
• Reconstruction and extension of existing medical infrastructure: Polyclinic with specialist outpatient clinics (repurposing of the old emergency center building), building 12, as well as works on the technical-economic block with oncology, building 18.

The total area of the project impact is approximately 55,600 m2 of construction and reconstruction of facilities.

The project includes, among other things, the procurement of equipment for all four clinical centers and includes medical and non-medical equipment to be installed in new or reconstructed facilities.
