Five years of RES Serbia – From an idea to a key actor in the energy transition

During the five years of the Association’s work, the renewable energy sector in Serbia has gone through the most dynamic phase of development to date, from the adoption of the RES Law and the implementation of the first auctions, to record investor interest and ambitious goals for Serbia to build 3.5 GW of wind and solar power plants by 2030

The RES Serbia Association, founded by the companies that own three operational wind farms - Cibuk 1, Kovacica and Alibunar, with the support of the EBRD, is celebrating five years of work during which it has become a key voice of the industry and one of the central actors in the energy transition in Serbia.

RES Serbia today brings together 59 members, including the European Investment Bank, the International Finance Corporation and green transition leaders which produce more than 90% of electricity from renewable sources in Serbia.

The Association is a member of two leading European associations, WindEurope and SolarPowerEurope.

Where Serbia is today

During the five years of the Association’s work, the renewable energy sector in Serbia has gone through the most dynamic phase of development so far, from the adoption of the Law on RES and the implementation of the first auctions, to record investor interest and ambitious goals for Serbia to build 3.5 GW of wind and solar power plants by 2030.

In the past five years, two auctions for renewable energy sources have been conducted, the regulatory framework has been improved and the number of wind and solar projects, both on the grid and in development, has significantly increased.

In 2026, Serbia will have 3709.5 MW of installed capacity from renewable energy sources. 13 wind farms with a total capacity of 824.2 MW are connected to the transmission grid, while 195.3 MW of solar power plants are on the distribution grid.

The installed capacity of the prosumers is 130.9 MW.

– Five years ago, when we founded the RES Serbia Association, green energy was only discussed in professional circles. Today, renewable energy is part of strategic development plans and one of the most dynamic investment sectors – says the Association’s manager Danijela Isailovic.

RES Serbia is recognized as a constructive participant in shaping energy policies, as evidenced by the signed cooperation agreement with the Ministry of Mining and Energy, as well as the Charter with the “Djordje Stanojevic” plaque for exceptional contribution to the development of Elektroprivreda Srbije.

During this period, the Association organized five annual RES SERBIA conferences, as well as dozens of expert meetings and working meetings, connecting investors, equipment manufacturers, financial institutions and decision-makers.

Key topics were discussed, from project financing and system balancing, to the development of the electricity market and electromobility.

A special focus was placed on the inclusion of all stakeholders in the energy transition, the promotion of women and youth in the RES sector, as well as emphasizing the importance of education for the green transition.

Challenges for the next five years

The sector is facing new challenges - strengthening the transmission and distribution network, developing electricity storage and accelerating project implementation.

The third round of auctions, which was expected in the second half of 2025, has not been announced, while the Integrated National Energy and Climate Plan envisages the construction of 3.5 GW of wind farms and solar parks by 2030.

– We were founded in difficult circumstances. We were brought together by the need to solve problems, collegiality, and the support of the EBRD. Today, we face even greater challenges and problems, and the need for cooperation, energy synergy, and activism is greater than five years ago.
