Belgrade Subway safety to be examined by independent assessors - Tender worth 592.5 million dinars opened

The Belgrade Metro and Train Public Company has announced a public procurement procedure for the development of a comprehensive plan for an independent safety assessment within the Belgrade Subway construction project, estimated to cost 592.5 million dinars.

The subject of the procurement is the consulting services of the Supervisory Independent Safety Assessor (S-ISA), who will conduct a systematic and documented safety assessment of the subway system throughout the project's life cycle - from design and construction, through testing and trial operation, to obtaining a permit for commercial exploitation.

The assessment relates to the construction of the Makis Depot and Line 1 of the Belgrade Subway, including both phases of the line's implementation, with a total of more than 21 km of route, 21 stations, tunnels, above-ground and underground sections, as well as complete transport and control systems.

The S-ISA task includes checking whether all systems are designed, built and integrated in accordance with European railway safety standards (CENELEC, EN 50126, EN 50128, EN 50129, IEC 61508), as well as national regulations. Special focus is on risk management assessment, hazard identification and mitigation, software and signaling verification, rolling stock safety, power supply systems, communications and operational procedures.

The independent safety assessor will continuously monitor the work of the construction contractors and transport system contractors, analyze the reports of the primary independent assessors (P-ISA), as well as the integrated safety studies prepared by the master integrator. The end result will be a final safety report, which is a key document for obtaining a metro operating license from the competent railway authorities.

The tender documentation emphasizes that S-ISA must be completely independent of all project participants, accredited according to ISO/IEC 17020 (type A) and with a certified quality management system according to ISO 9001.

As a reminder, the first line of the Belgrade Subway is being implemented in phases, with the Makis depot and the first phase of Line 1 being functional units that will be put into operation separately.
