GSP Beograd to procure buses for 7.8 billion dinars – Tender for purchase of 80 single and 70 articulated vehicles announced

This public procurement, as can be seen, is divided into two lots. The first lot refers to the purchase of 80 single buses and its value is 3.7 billion dinars, while the second lot concerns the purchase of 70 articulated buses and is worth 4.1 billion. The purchase of new buses is planned through financial leasing.
As specified in the tender documentation, all the buses must be of the same brand and type, manufactured in serial production and brand new, which means that they must all be unused and manufactured in 2025/26.
The single buses are required to be at least 12,000 mm long and at least 2,550 mm wide, with three doors, a minimum of 29 seats and a capacity of at least 80 passengers. The vehicles should be equipped with a EURO 6 engine and run on CNG.
When it comes to the articulated vehicles, the tender requirement is that they be at least 18,000 mm long and at least 2,550 mm wide, with four doors, a minimum of 36 seats and a capacity of at least 150 passengers. These vehicles should also be equipped with a EURO 6 engine and run on CNG.
As for the single vehicles, it is planned that 20 of them will be delivered in four lots. The first lot should be delivered a maximum of 200 days from the signing of the public procurement contract, the second lot a maximum of 230 days from the signing of the contract, the third a maximum of 260 days and the fourth a maximum of 290 days from the signing of the contract. All of this applies to the articulated vehicles, except that in their case 10 buses would be delivered in the last lot.

Let us remind that, earlier this year, tenders were announced for the procurement of 170 single and 130 articulated vehicles for the needs of GSP, but in the end nothing came of these public procurement procedures, which were accompanied by numerous controversies. The Republic Commission for the Protection of Rights in Public Procurement Procedures submitted a decision during the summer completely annulling the public procurement for the purchase of new 170 single gas buses announced by GSP Belgrade, and a few days earlier in August this year, this commission also annulled the tender for the procurement of 130 articulated gas buses, which suspended both of these public procurement procedures. They were stopped by force of law due to the obvious elimination of all competition and favoritism towards the Chinese manufacturer Higer, whose intermediary was the domestic company DAT Holding from Belgrade, the trade union Centar GSP Beograd stated at the time. Let us also remind that those two unsuccessful tenders, before being suspended, were extended on several occasions.
