Barrier to another Belgrade tender – Republic Commission for Protection of Rights also cancels public procurement for purchase of 170 single buses for GSP

The Republic Commission for Protection of Rights in Public Procurement Procedures yesterday submitted a new decision, which fully cancels another public procurement procedure for the purchase of 170 new single buses running on gas, opened by GSP Beograd.

Eight days earlier, the Republic Commission also canceled the tender for the procurement of 130 articulated gas buses, whereby both these public procurement procedures are now canceled and stopped under the law, due to the obvious elimination of every kind of competition and the favoring of the Chinese producer Higer, whose mediator is the local company DAT Holding from Belgrade, says the trade union Centar GSP Beograd.

– Considering that the illegalities in the implementation of the public procurement procedures for the purchase of new buses have been proven in front of the republic bodies, we expect that these cases not be closed, but that the public prosecutor’s office initiate an investigation and determine the individual responsibility of all the persons involved in the process of favoring one bidder and unlawful activities. Limiting the competition amounts to corruption, paying for vehicles at prices which are up to 30% higher than the real market prices and purchasing buses of dubious quality, while the price is paid by the citizens of Belgrade and employees at the public transport company – the trade union says in an announcement.

As a consequence of the decisions on the cancelation of the procurement of new buses, as added, it is likely that GSP Beograd will not get new buses by the end of this year, due to which the implementation of the decision of the city of Belgrade which limits the age of the buses to 10 years is postponed by another year, that is, until September 1, 2026.

– Considering that GSP needs new buses, we expect the entire tender documentation and technical specification of the vehicles to be prepared “from scratch” in the coming weeks, that is, to take into consideration the suggestions made by engineers and experts and to open the new tenders so as to secure the competitiveness and equality of all the manufacturers that can make a bus in line with the real needs of Belgrade, and not to copy the characteristics of buses from one company’s catalog – the trade union points out.
