Republic Commission for Protection of Rights cancels tender for purchase of 130 articulated gas buses due to law violation – Is the tender for 170 single buses to fall through soon as well?

The Republic Commission for Protection of Rights in Public Procurement Procedures today submitted its decision by which it fully annuls the public procurement procedure for the purchase of new 130 articulated gas buses, opened by GSP Beograd, announced the Centar GSP Beograd trade union.

– This decision by the commission follows the request for the protection of the bidders’ rights submitted by two companies, which point out in detail all the irregularities regarding this tender, the unlawful activities and the obvious favoring of the Chinese bus manufacturer Higer, of which the Centar union has been warning the public in the past period. All the arguments that the two private companies made, the Republic Commission assessed as true in the evidence procedure it carried out and deemed them violations of the Law on Public Procurement Procedures of such nature that this tender violates the principles of being economical, securing competition, an equal position of all business entities, without discrimination, as well as transparency – the announcement says.

In addition to this tender, the union reminds, deliberation is ongoing about another two submitted requests for protection of rights which pertain to the procurement of another 170 single gas buses, where there is also the favoring of the same bus manufacturer.

– The tenders for the procurement of new buses this year were a precedent which had never happened before, whereby, in the middle of the public procurement, the technical description of the vehicles and the manner of financing the purchase of new buses were changed and the deadlines were postponed five times as per the wishes of one of the bidders. Due to this, all the citizens of Belgrade and employees at GSP Beograd will suffer, because new buses will not arrive by the end of this year, as initially planned, whereas, in the meantime, GSP, as per the wish of the mayor of Belgrade, donated a number of its buses to local self-governments in Serbia – the trade union reminds.
