Spatial Plan of Special-Purpose Area for Banat-Backa railroad to be prepared as well: Decision on adoption of documentation for rail corridor between Pancevo and Subotica adopted

A new rail corridor in Serbia will be built between Banat and Backa, that is, on the route from Pancevo through Zrenjanin and Kikinda to Subotica. Recently, the Government of Serbia adopted the decision on the preparation of the Spatial Plan of the Special-Purpose Area of the Infrastructure Corridor of the Pancevo-Subotica Railroad.

The rough border of the Spatial Plan encompasses parts of the territories of the cities of Pancevo, Zrenjanin, Kikinda and Subotica, as well as the municipalities of Kovacica, Novi Becej, Coka, Senta and Kanjiza. In the territory of Pancevo, the entire cadastral municipalities of Pancevo, Jabuka and Kacarevo will be encompassed, in the territory of Zrenjanin, the entire cadastral municipalities of Tomasevac, Orlovat, Ecka, Botos, Lukicevo, Zrenjanin III, Zrenjanin I, Slovacki Aradac, Srpski Aradac, Elemir, Srpski Elemir and Melenci, and in the territory of Kikinda, the entire cadastral municipality of Idjos. In Subotica, the plan will encompass the entire cadastral municipalities of Bikovo, Donji grad and Stari grad, in the territory of Kovacica, the cadastral municipalities of Crepaja, Debeljaca, Kovacica and Uzdin, in the territory of Novi Becej, the cadastral municipalities of Kumane, Novi Becej, Novo Milosevo and Bocar, in Coka, the cadastral municipalities of Padej, Ostojicevo and Coka, in the territory of the municipality of Senta, the cadastral municipalities of Senta and Tornjos, and in Kanjiza, the cadastral municipality of Orom.

The final border of the area covered by the Spatial Plan will be determined by the Draft Spatial Plan, the decision specifies.

– The decision on the adoption of the Regional Spatial Plan of the Autonomous Province of Vojvodina, which proscribes that the main goal of the development of rail traffic that needs to be achieved in the sense of technical soundness of the infrastructure system of the railroad is securing the UIC profile on all railroads, with a suitable load-bearing capacity, and increasing the exploitation speed for mixed (passenger and cargo) traffic – the decision reminds.

The preparation of the Spatial Plan is based on planning, study, technical and other documentation, the results of the research carried out so far, and the valid documents in Serbia, as well as the Conclusion of the Government of June 5, 2025, by which the project of the reconstruction, electrification and modernization of the Pancevo-Subotica railroad is defined as a project of significance for the Republic of Serbia.

The deadline for the preparation of the Draft Spatial Plan is 12 months from the date of the decision’s coming into effect, and the funds for the preparation of the plan are to be provided by Infrastruktura zeleznice Srbije a.d, Beograd. The drafting authority of the preparation of the Spatial Plan is the Agency for Spatial and Urban Planning of the Republic of Serbia.

That this railroad is to be built, if the money is provided, was announced by president Aleksandar Vucic last October, when it was also announced that it would go from Pancevo through Opovo, Zrenjanin, Milosevo, to Kikinda and connect, via the left leg, that is, the west and northwest one toward Subotica, both Coka and Subotica.
