According to the procurement documentation, an assessment of the road's impact on traffic safety was not conducted during the earlier design phases for this section, and this is the reason the PE Roads of Serbia has initiated the project review procedure.
The review of the preliminary design, specifically regarding the safety features of the Ostruznica-Obrenovac expressway, covers the entire route, which spans approximately 20 km and includes three planned interchanges (junctions).
– The primary objective of this review service is the early identification of shortcomings in the design solutions from a traffic safety perspective, deficiencies that could negatively affect the safe flow of traffic once the road is constructed. Furthermore, the goal is to assess the risks these shortcomings pose to road users, as well as to propose measures to eliminate them or mitigate potential consequences – the tender specifies.
It is further noted that the auditor must address functional elements such as road function, cross-section, route alignment, intersections, access to public and private facilities/roadside developments, vulnerable road users, traffic signage and lighting, road equipment and passive safety features.
Bids may be submitted until November 2.

As a reminder, in February, Roads of Serbia submitted a request to the relevant ministry to define the scope and content of an Environmental Impact Assessment (EIA) study for the construction of a Class I-B expressway between Ostruznica and Obrenovac. This project also includes hydro-technical regulation of the Sava Riverbed within the territories of the Cukarica, Obrenovac and Surcin municipalities.
The section spanning Obrenovac-Baric-Duboko-Umka-Ostruznica will connect the existing southern Belgrade bypass (near Ostruznica) to Obrenovac. Furthermore, it will facilitate the stabilization of the largest landslide in Europe, located along the Sava River in the area of Duboko. This roadway has been in the planning stages for years, and the preparation of project and technical documentation has been underway since the end of 2020.
In March 2021, the then-Minister of Transport, Tomislav Momirovic, announced that the Duboko landslide near Umka would be fully remediated within the following four years, stating that the project's value would certainly be no less than EUR 100 million. The spatial plan for the construction of an expressway from Ostruznica to Obrenovac, which is expected to finally stabilize a landslide near Belgrade, was adopted three years ago and includes the construction of 8 bridges, 3 interchanges and 9 grade-separated crossings.
In April 2025, the Government gave the green light for the route plan, which will pass through three Belgrade municipalities.
The expressway will be designed for a design speed of 100 km/h and will feature two physically separated carriageways, each consisting of two traffic lanes with a minimum width of 3.5 meters.
