In the world of luxury real estate, it is no longer enough to have a sea view and a prestigious address, customers are increasingly looking for a complete life experience, from international hotel standards and personalized service to investment security and destination authenticity. Montenegro recognized this trend early on, and Porto Montenegro, Luštica Bay and Portonovi laid the foundation for the development of branded residences on the domestic market. In order to make a new breakthrough, however, it will have to combine quality investments with better infrastructure, year-round offer and preservation of what makes it unique.

This is precisely why the success of this segment is not measured only by the number of new projects and well-known names, but also the ability to confirm the promised luxury through the quality of construction, professional management and service that continues even after the purchase of the property. At the same time, Montenegro must find a balance between international standards and the preservation of its natural and cultural heritage, which gives it a special value.

About how international hotel and lifestyle brands can increase the value of real estate, what the new generation of buyers do expect and what steps Montenegro has to take in order to remain competitive on the Mediterranean market, Aleksandra Drašković, founder and CEO of real estate agency Montenegro Properties, speaks for eKapija.

How many branded residences are present on the Montenegrin market today and how would you rate their development in comparison to other Mediterranean destinations? Which international brands and projects have made the biggest leap so far and what do they tell us about the Montenegrin market potential?

- Montenegro is among the pioneers in the development of internationally branded residences in the region and recognized relatively early the potential of connecting luxury real estate, international hotel industry and carefully designed settlements. Porto Montenegro, Luštica Bay and Portonovi played an important role in positioning it on the international map of desirable addresses for living and investing.

It is important to distinguish the wider luxury complexes from the specific branded residences within them. Notable examples include Regent Residences and SIRO-managed residences in Porto Montenegro, One&Only Private Homes in Portonovo and The Chedi Residences in Luštica Bay. They represent different models of linking private ownership with an international hotel brand and services.

The offer extends beyond these three complexes as well. An important example is Mövenpick Hotel & Residences Teuta Kotor Bay in Risno, while Swissôtel Resort Kolašin confirms the presence of international hotel brands in the mountain segment as well. Among the projects under development, the Radisson Blu Hotel & Residences Tivat and the announced Nammos Resort Montenegro in Smokva Bay, which connects a hotel, branded residences and villas, stand out.

Compared to mature Mediterranean destinations, I see Montenegro as a market with strong individual projects and significant space for further development.

I believe that the leading Montenegrin projects have laid a strong foundation, and that the next phase requires new high-quality investments and reliable implementation. Each successfully implemented project further confirms the credibility of the destination. Thus, the trust an investor has in a particular brand or complex gradually grows into long-term trust in Montenegro as a market.

I see special strength in well-designed mixed-use resorts, which connect hotel industry, private residences, gastronomy, wellness and other contents. Such a whole can offer the owners a richer experience of staying and contribute to the life of the destination throughout the year. There are also independent branded residences, but the choice of model should be adjusted to the location, demand and the possibility to maintain the quality of service in the long term.

I see the advantage of Montenegro in the combination of exceptional natural diversity in a small area and the already acquired experience with international brands. The proximity of the sea and mountains, cultural heritage and developed nautical complexes enable the connection of different experiences within the same destination. Leading projects have already demonstrated that such a concept can attract international customers.

The special value of Montenegro lies in what cannot simply be replicated in another location: the combination of the Bokele landscape, Perast, the island in front of it, stone towns and centuries-old maritime tradition. Architecture and contents can be built, but the history and identity of a place cannot be produced. This is precisely why new projects should preserve that character and thoughtfully include it in the owner`s experience.

I believe, however, that we need a new development momentum: faster realization of quality projects, development of supporting infrastructure and stronger offer throughout the year. Montenegro`s early positioning is indeed an advantage, but its preservation requires continuous investment and consistent quality.

Different segments of the luxury market show different dynamics. Knight Frank`s The Wealth Report 2025 notes a decline in the value of art, investment wines and collectible furniture during 2024, while their separate survey of branded residences from 2025 points to strong growth in the sector, underpinned by rising demand. For Montenegro, it represents an opportunity to further develop a quality offer in a segment that attracts increasing international interest.

What does the customer actually get when buying a branded residence? How important are the hotel service standard, concierge, wellness, restaurants, property management, rental program and international brand reputation today, along with location, view and square footage?

- The buyer receives real estate associated with a certain standard of living and service. Location, view and quality of construction remain the basis of value, but professional management, maintenance, privacy and the possibility for the owner to come to his home without having to deal with numerous organizational details are becoming increasingly important.

For an international customer residing in several countries, such simplicity is of great value. Concierge, wellness, restaurants, and other amenities can significantly enhance the ownership experience, while the rental program can provide income when the owner is not using the property, subject to program conditions and market demand.

The customer expects to receive the standard he knows from other international destinations in Montenegro. This implies consistent and discreet service, good maintenance and facilities that suit his lifestyle, whether his priority is sailing, sports, wellness or family stay.

However, the content of the offer varies from project to project. It must be clear to the buyer which services are included, which are additionally paid for, what the annual costs are and under what conditions he can use or rent out his property. Even customers for whom the price is not the main obstacle expect the costs to be transparent and justified by the actual quality of the service. The value of the brand is confirmed through the owner`s everyday experience.

How much additional value does an international brand really bring to real estate? Do branded residences fetch a higher price per square meter and have a higher value on the secondary market compared to comparable, unbranded luxury properties?

- An international brand can bring important added value: recognition, expected quality standard and greater trust of the buyer who may be investing in a certain country for the first time.

Savills survey for 2025/2026. reports an average global price premium for branded residences of approximately 33% over comparable unbranded properties. However, this average should not be automatically transferred to Montenegro or to individual real estate. The premium depends on the location, the brand, the quality of the project and the comparable offer on the specific market.

For resale, it is crucial how the complex functions years after construction is completed. Good maintenance, quality service, transparent costs and stable management can support the value and appeal of a property. However, the brand name alone does not guarantee a higher selling price or faster sales.

For a reliable conclusion about the premium on the Montenegrin secondary market, it is necessary to compare the completed transactions of similar real estate. Advertised prices are not enough by themselves.

What kind of clientele do these types of projects attract, and how much is the profile of luxury real estate buyers changing? Are new buyers looking for a "second home" or a complete lifestyle product that can combine housing, vacation, service, privacy and investment potential?

- Projects like these attract entrepreneurs, internationally mobile professionals, families and investors who want a quality home with reliable support during ownership. Their motives differ: some prioritize vacation, some a longer stay, and some a combination of personal use and investment.

I think that what the real estate enables the owner is more important. The buyer considers how he will spend his time, how much privacy he has, what services are available and how easy it is to manage the property from abroad. For part of the clientele, peace, authentic experiences and time with family and friends are of special value. Luxury is increasingly experienced through personal enjoyment and discreet service, with less need to emphasize status.

The intergenerational transfer of wealth also affects the change in demand and the customer profile. The new generation of capital owners brings different habits and expectations, so the choice of real estate can no longer be viewed solely through the priorities of previous generations. Digital availability of services, quick response and the possibility of organizing a stay or remote maintenance should be part of the modern standard.

I see special value in coordinated support in one place: from purchase and expert advice to maintenance, letting and preparing the home for the owner`s arrival.

That`s why "second home" and the complete life concept are not separate categories. The same property can be a family base, a vacation spot and part of an investment portfolio. A successful project should respond to this flexibility, with clearly defined rights and obligations of the owner.

Does Montenegro have enough facilities today that can support the development of branded residences at the highest international level? How important are amenities like top restaurants, international schools, health and wellness services, marinas, golf, culture and entertainment - and what are we currently missing, including the fact that we don`t have a single Michelin star restaurant?

- Through leading projects, Montenegro has shown that it can offer a high level of hotel management, marinas, gastronomy and wellness. The next step is to extend the quality of such an experience beyond the individual complexes and make it available throughout the year.

International schools, accessible and high-quality health care, cultural and sports facilities are important for a buyer who is considering a longer stay or relocation. Marinas, golf and wellness can further expand the reasons for arrival and longer stay. Professional staff who can consistently maintain a high standard of service is equally important.

I felt the importance of international gastronomic recognition through a conversation with a potential customer in Monaco, who asked me how many Michelin-starred restaurants we have in Montenegro. Such questions show what part of the international luxury clientele takes into consideration when evaluating a destination.

When I raised this issue before the Ministry of Tourism, it was explained to me that Montenegro did not have a cooperation agreement with Michelin at that time. Therefore, the absence of stars should not be interpreted as an evaluation of the quality of our gastronomy. The inclusion of a destination in the restaurant guide and the awarding of stars represent different steps, and the recognitions depend on the independent expert assessment of Michelin inspectors.

I believe that the international visibility of our gastronomy deserves more attention. We have authentic products, local traditions and space for exceptional culinary experiences. Along with staff development and consistent quality, cooperation with relevant international guides could further strengthen Montenegro`s attractiveness.

Authenticity is our advantage. Local cuisine, cultural heritage and nature give the offer a character that will make the buyer choose this destination.

An example of combining a luxury stay with a nautical experience is the partnership between Assets Group and Azimut, which envisages 18 yachts for the Waldorf Astoria Maldives Ithaafushi and Rosewood Ranfaru Maldives resorts. Such an approach extends the guests` experience beyond accommodation, through personalized experiences at sea. For Montenegro, I see a space for carefully designed nautical experiences that would additionally connect residences, marinas and our coast.

What does Montenegro have to do to attract more international hotel and lifestyle brands? Are the quality of locations and large master plans, infrastructure, spatial planning security, land availability, investment climate, air connectivity or something else key?

- I believe that predictability, infrastructure and quality of implementation are the most important. An attractive location attracts attention, and clear spatial planning documentation, regulated property-legal relations and efficient procedures enable interest to turn into a long-term investment. The availability of land should be considered together with its infrastructural facilities and possibilities for responsible development.

Well-designed master plans are needed, aligned with the capacities of the space and the needs of local communities. The development of road infrastructure, utility systems and airport capacities should accompany the development of new projects. Direct flights and connections throughout the year are especially important, because for an international owner, the availability of his property is an integral part of the quality of life.

I see a big additional stimulus in European integration. Montenegro aims to become a member of the European Union in 2028. Achieving that goal, along with the reforms that precede it, could significantly strengthen the confidence of international investors through greater institutional predictability and compliance with European rules.

In order to attract international capital, the development of professional services that accompany property ownership and management is also important: legal and tax support, inheritance planning and cooperation with family offices and international advisors.

In a conversation with the leadership of the Arab-British Chamber of Commerce in London at the time, I mentioned that Montenegro had not yet reached the level of development of Western European destinations. Their reaction was that this probably implies better prices and a good time to invest. However, room for further development does not automatically mean low prices: I believe that the prices of part of our premium offer have already set the expectations that the infrastructure and services of the destination should consistently follow.

I am also aware that the word "luxury" is often used lightly. Montenegro has beautiful nature, exceptional projects and experiences belonging to that segment. For stronger international positioning, we need new quality projects, with consistent quality of the entire destination: from the airport and traffic connections to services, public space and everyday life.

That is why the next phase requires faster and more thoughtful implementation, transfer of international knowledge and experience and investment in professional staff. We already know the priorities; concrete projects, clear responsibilities, deadlines and measurable results are now needed.

Better coordination of the state, municipalities, investors and educational institutions is also important, so that the development of infrastructure, new projects and professional staff is aligned with common priorities and deadlines.

As a member of the Investment Migration Council, an organization with special consultative status at the Economic and Social Council of the United Nations, I see room for improvement in the area of investment migration and attracting international investors, entrepreneurs and talents.

It would be worth considering more flexible conditions with regard to the mandatory length of stay for foreigners.

I believe that the experience of the previous program of economic citizenship (Citizenship by Investment) deserves an objective analysis of its development results and challenges, while respecting the control mechanisms provided at the time. On that basis, it would be worth considering whether there is a legally acceptable space for relaunching the program on a different basis, aimed at an exceptional contribution to the country through talents, innovations, entrepreneurship and strategic development projects.

Such consideration would have to be conducted in dialogue with European institutions and in accordance with Montenegro`s obligations in the EU accession process.

A well-designed framework could attract capital, know-how and development projects with a measurable contribution to the domestic economy, while preserving system integrity and compliance with European obligations.

The success of a tourist destination should also be measured by the economic value it achieves: consumption per night, length of season, quality of jobs and inclusion of local suppliers. For Montenegro, with its limited space and exceptional natural resources, it is important to develop an offer that brings more value with responsible use of space. Quality branded residence projects can contribute to that goal if they are linked to the local economy and year-round amenities.

Where do you see the next phase of the development of branded residences in Montenegro? Can this concept be expanded from the most attractive locations on the coast to Kolašin and the North, through ski, wellness and nature resort projects? What will be the main competitive advantage in five to ten years - location and square footage or brand, service, content, management and sustainability?

- I see the next phase of the development of branded residences in Montenegro in a carefully thought-out offer, with a clear identity of each project, from nautical communities on the coast to smaller residential units focused on wellness, active life and being in nature. With the further improvement of the existing complexes, I see an opportunity in carefully selected new locations, where the international service standard can be connected with the authentic character of the place and facilities throughout the year. In order to attract new brands, such locations should combine natural appeal, good accessibility, a reliable development partner and the potential for long-term quality business. I see an opportunity here both on the coast and in the north, with the choice of concept and scale of construction that match the specific area.

I see the potential of the north in development that primarily preserves nature and improves the quality of living. When we talk about Kolašin, I believe that after intensive construction, it is necessary to more carefully assess the relationship between accommodation capacities, infrastructure and the preservation of the mountain ambience.

I would give preference to smaller, carefully designed buildings, boutique and family hotels, quality local gastronomy and residences integrated into the landscape. An international brand can also play an important role in a smaller scale project, through service standards, management and access to the international market.

At the same time, it is necessary to improve the skiing experience: the quality and maintenance of slopes, cable cars, the connection of ski resorts, ski schools and accompanying services. Carefully selected locations with direct access to the slopes (ski-in/ski-out) can be attractive to buyers, with strict spatial and ecological criteria. The possibilities of artificial snowmaking should be assessed according to climatic conditions, water availability and long-term sustainability.

Successful alpine centers can be a model for us in terms of organization, service and attention to detail. At the same time, Montenegro needs to preserve its character and develop its offer throughout the year, through hiking, cycling, wellness, gastronomy and spending time in nature.

The natural beauty and the proximity of the coast and mountains remain among our strongest comparative advantages. Better connectivity would allow these two experiences to complement each other, for property owners and guests alike. For an investor, a combination of coastal and mountain real estate can open up the possibility of diversifying locations and seasons of demand, with the letting potential dependent on availability, content and professional management.

In the next five to ten years, location will remain the foundation of value, while service quality, management and sustainability will increasingly determine competitiveness. Therefore, preserved nature must remain one of the basic criteria of future development.

In recent years, the Montenegrin luxury real estate market has undergone a change in the structure of buyers, so the traditional clientele from the Russian market is increasingly replaced by buyers from other international markets. What changed with the arrival of the new clientele? What are their requirements, expectations and criteria when buying luxury real estate, and how ready is the Montenegrin market to respond to them today?

- Customers from the Russian market played an important role in the development of the Montenegrin real estate market. I would rather describe today`s change as a gradual diversification of the international clientele than as a simple substitution of one market for another. It is good for Montenegro that interest comes from several countries, with different motives and ways of using real estate.

A buyer who compares Montenegro with other international destinations is looking at the whole ownership experience. In addition to price and location, he considers documentation, construction quality, maintenance costs, flight availability, issuance and future sales possibilities. For a longer stay, health services, schools and facilities outside the main season are important.

Personal safety is also an important criterion, especially when the customer is choosing a place to stay with his family. I think that Montenegro should additionally build its attractiveness on the quality of a more peaceful daily life, privacy and a sense of security. In the case of branded residences, professionally organized management contributes to this, with clearly regulated procedures for access and protection of owners and their property.

I believe that tastes and choices within the real estate sector are changing, not necessarily interest in the sector as a whole. For some customers, privacy, authentic experience, quality of service and simplicity of real estate management are given more weight. It is important to understand the individual needs of the customer, instead of setting expectations based only on his background.

In my opinion, the readiness of the Montenegrin market differs from one project to another. The leading complexes already meet the many expectations of the international clientele, while the quality of the wider offer is still uneven and there is room for professionalizing services. Buyers considering multiple international destinations are carefully evaluating the relationship between price and overall ownership experience.

Therefore, I see the next step in the standardization of standards, from transparent information and professional sales to reliable management and support after purchase. This is where I see the important role of agencies: to provide the buyer with verified information, realistic expectations and continuous support throughout the entire ownership period. Long-term competitiveness will depend on the ability to consistently deliver the promised standard - during the purchase, residence and management of the property.
