ICD Managing Director Mohammed Ibrahim Al-Shaibani arriving at RE:D Conference

Mohammed Ibrahim Al-Shaibani, one of the most influential people in Dubai and the Managing Director of the Investment Corporation of Dubai (ICD), the main investment fund of the Government of Dubai and 100% owner of Porto Montenegro, is the new big name among the speakers of the RE:D Conference Montenegro 2026.

The conference will be held on May 13 and 14 at Hotel Splendid in Budva, under the slogan “Investing at Turning Point”, and will bring together leading regional and international investors, financiers, developers and decision-makers in the field of investment and real estate.

A special highlight of this year’s edition is the participation of Mohammed Ibrahim Al-Shaibani, one of the most influential officials of the Government of Dubai and the Managing Director of ICD, the main investment wing of the Government of Dubai. It was ICD that took over Porto Montenegro in 2016, and Adriatic Marinas d.o.o. from Tivat, the company behind the project, is now 100% owned by ICD, which gives Al-Shaibani’s participation additional weight in the context of the development of luxury tourism and investments in Montenegro.

At the RE:D Conference, Al-Shaibani will speak in a conversation with the moderator about investment strategy, destination development and the long-term positioning of Montenegro as an international investment and tourism destination. His biography further confirms the importance of this visit: in addition to leading ICD, Al-Shaibani is also the Director General of the Dubai Ruler’s Court, Vice Chairman of the Supreme Fiscal Committee of Dubai and a member of the Executive Council of Dubai, in addition to a number of presidential and management positions in leading financial, development and institutional systems.

In addition to Al-Shaibani, the RE:D Conference Montenegro 2026 also puts three big names of global business and investment in the foreground - Mohamed Alabbar, Petros Stathis and Naguib Sawiris, which further strengthens Budva’s position as one of the most interesting investment points in the region in May. The new conference lineup brings together key investors, developers, bankers and decision-makers from Europe, the Gulf and the region, who will discuss in Budva how to move Montenegro from a growth phase to a phase of strategic, long-term value creation.
