The economy continues to grow. According to Government data, Montenegro’s GDP increased by 2.7% in 2025, while investment in fixed assets rose by 11%. For the 2026–2029 period, average annual growth is projected at 3.1%.
For investors, it is particularly important that development is increasingly linked to economic diversification. In addition to the traditionally strong tourism and real estate sectors, potential areas for investment include energy, renewable energy sources, food production, digital infrastructure, logistics and transport infrastructure. The European integration process itself is also creating additional opportunities for investment in sectors that need to align with the standards and requirements of the single market.
The European Perspective Is Changing the Investment Framework
Montenegro is in the final phase of accession negotiations with the European Union. The Government has set a target of EU membership in 2028, while the process of closing negotiating chapters continued throughout 2026. In July, the chapters covering competition and the customs union were provisionally closed.
For companies taking a long-term view, the broader impact of this process is also important: regulatory alignment, stronger competition, improved public services, infrastructure and business standards. The European Commission and Montenegrin institutions particularly highlight integration into the single market, the digital and green transition, energy and infrastructure as areas of importance for the period ahead.
In other words, investing today means entering a market preparing for even closer economic integration with the EU.
The Euro Reduces Currency Risk
Montenegro uses the euro as its official means of payment. For international investors, this means that doing business in Montenegro does not involve the conventional currency-conversion risk between the domestic currency and the euro, simplifying financial planning, cost calculations and investment returns.
Another step towards European financial integration has been Montenegro’s accession to the SEPA system, bringing cross-border euro payments closer to European standards. The Central Bank of Montenegro (CBCG) states that the first SEPA transactions from Montenegro were carried out in 2025.
Tourism and Real Estate Remain Major Investment Segments
Tourism remains one of the key pillars of Montenegro’s economy. According to data presented by the Government, more than 2.7 million tourists visited Montenegro in 2025, while tourism revenues reached €1.48 billion.
The investment story, however, is no longer limited to apartment construction. There is room for higher-category hotels, tourism complexes, wellness and health tourism, MICE, rural and active tourism, as well as projects aimed at extending the season.
The state already offers specific fiscal incentives for certain tourism investments. A zero VAT rate applies to the construction and equipping of hospitality facilities in the five-star and higher-rated categories, as well as to certain energy and food-production projects that meet the prescribed conditions.
This means that an investor considering a tourism project should look beyond land prices and expected sales, and also consider the tax treatment, project category, eligibility for incentives and the potential for year-round operations.
Energy Opens the Door to New Investment
The energy transition is one of the sectors with long-term potential. Montenegro has significant hydropower potential, but also opportunities to develop solar and wind power plants, as well as supporting energy storage infrastructure.
The Government and the EU are currently placing particular emphasis on renewable energy sources, the energy transition and infrastructure development as areas that require further development.
For investors, this creates opportunities not only in electricity generation, but also in battery storage systems, energy efficiency, energy management, energy-intensive industrial projects and new technologies.
The State Offers a Broad Package of Incentives
Investors also have access to concrete forms of state support. The Register of Incentive Measures for 2025 includes 55 financial, non-financial and fiscal measures aimed at domestic and foreign investors. The measures cover various categories of the economy and projects, including small and medium-sized enterprises, innovation, agriculture and other areas.
Therefore, before making an investment decision, it is worth checking not only tax rates, but also which support programmes are available for a specific activity, location and investment size.
Infrastructure Is Developing, Creating New Business Locations
Montenegro’s investment map is changing alongside its infrastructure. The development of the road network, the Bar–Boljare highway and connections with the Adriatic–Ionian Corridor, as well as investment in digital infrastructure, are important for connecting markets and reducing logistical constraints. The EU and the Government identify transport and digital infrastructure among the priorities for the period ahead.
For investors, this means that a location should no longer be assessed solely on the basis of its current accessibility, but also in terms of the infrastructure that will be available in the coming years.
There is Potential Beyond the Coast
One of the important changes shaping future investment is the need for greater economic diversification. Investments have traditionally been strongly concentrated in real estate and construction, while international institutions point to the need for greater investment in manufacturing, energy, digital activities and other sectors.
This raises the potential of northern Montenegro and less-developed areas as new investment destinations, particularly for manufacturing, agriculture and food processing, renewable energy, tourism and logistics.
Investors Must Also Take the Challenges into Account
Montenegro’s investment story is not without risks. The market is small, the economy is heavily dependent on tourism and imports, while the availability of skilled labour is one of the issues the state is seeking to address. The International Monetary Fund also points to the need to diversify the economy and reduce reliance on real estate and construction.
For this reason, before entering the market, a potential investor should check spatial-planning documentation, land ownership and encumbrances, possibilities for connecting to infrastructure, permits, tax treatment, labour availability and local procedures. For larger projects, it is also important to assess the impact of future regulatory changes arising from the EU accession process.
Montenegro as an Investment Platform
For an investor, therefore, the question is not only "How large is the Montenegrin market?" but also "What can I build in Montenegro, and which markets can I rely on?"
The combination of the euro, an Adriatic location, tourism, natural resources, infrastructure development, the European integration process and state support programmes creates room for projects with long-term development potential. At the same time, the relatively small domestic market means that investments not focused exclusively on domestic consumption may have greater potential, particularly in tourism, exports, regional business, energy and services.
For an investor considering Montenegro today, the key question is therefore which sector and which location can offer the opportunity to benefit from the country’s next phase of development.
