Montenegro enters new investment stage: Why Velika Beach increasingly attracts attention of investors

European integration, strong tourist traffic and development of new projects are changing the investment map of the Montenegrin coast. In the south of the country, Velika plaža is more and more distinguished as an area for a new generation of tourist-residential projects, and Porta Rai Beachfront Hotel & Residences is one of the projects that follows this transformation.

Today, Montenegro is entering a period in which several important development processes are taking place simultaneously. The country continues its negotiations on membership in the European Union, tourist demand remains strongly international, while on the real estate market, the development of projects that raise the standard of offer on the Montenegrin coast continues.

Progress in the process of European integration is especially visible during 2026. Montenegro has opened all 33 negotiation chapters, while 18 of them were temporarily closed by mid-July, thus remaining the most advanced candidate in the EU accession process. For investors, this process is not a guarantee of future market movements, but it certainly represents an important part of the wider economic and institutional context in which the country is developing.

At the same time, tourism remains one of the key pillars of the Montenegrin economy. According to MONSTAT data, in 2025, Montenegro recorded more than 2.7 million tourist arrivals and 15.3 million overnight stays, with foreign guests accounting for as much as 95.8% of the total overnight stays. More than 92% of all overnight stays were made in coastal towns, which further confirms the strength of the coast as the main tourist product of the country.

The interest of international capital is visible through the latest data on real estate investment. During the first six months of 2026, 237.77 million euros were invested in Montenegrin real estate from abroad, which is 3.89% more than in the same period of the previous year. It is particularly significant that 55.75 million euros, i.e. almost a quarter of the total amount, came from Serbia, which was thus the leading single market by country from which the payment was made. Germany follows with 22.9 million, the USA with 20.84 million and Switzerland with 18.5 million euros. According to CBCG data reported by Investor.me, real estate investments accounted for 51.99% of the total inflow of foreign direct investments in Montenegro in this period.

This investment structure shows that interest in the Montenegrin real estate market is no longer concentrated in a few traditional markets, but comes from a wider and increasingly diverse international base. The data is particularly indicative for Serbia: geographic proximity, familiarity with the destination and long-standing business and tourist ties with Montenegro are accompanied by concrete capital flows.

New focus on the south of the Montenegrin coast

While the previous development phases of Montenegrin luxury tourism were largely related to Boka Kotorska and the Budva Riviera, the attention of investors is gradually shifting to the south of the country.

Velika Beach near Ulcinj, with its 13 kilometers, is officially the longest beach in Montenegro. Its size, sandy coast and space for planned development set it apart from already densely built-up parts of the Adriatic.

The Porta Rai Beachfront Hotel & Residences, a luxury beachfront condo resort jointly developed by Dobrov & Family Group and Karisma Hotels & Resorts, is being developed right on the Velika Beach.

The project is based on a model that combines private ownership of an apartment with hotel facilities and professional management, a concept that is increasingly suitable for investors looking for a property for personal use, but without the obligation of daily management.

Why the condo model suits the new generation of investors

Unlike a classic apartment, which requires the owner`s involvement in issuing, maintaining and staying guests, the apartment within the condo resort functions as part of a professionally managed hotel system, while it remains available to the owner for rest and personal use.

As part of the Porta Rai project, Karisma Hotels & Resorts manages the rental program and takes care of reservations, apartment maintenance and the complete stay of guests. Owners have the option of personal use up to 60 days a year, which allows enough space for their own stay, while the apartment remains included in the professional management model for the rest of the year.

Such a model allows the real estate to be not only a place for temporary stay, but an active property that is professionally managed even when the owner is not using it.

The market`s interest is already visible: more than 80% of the apartments in the first phase of the project have been sold, while apartments are currently available with prices starting at 214,000 euros. Completion of the first phase is planned for 2027.

From location to long-term value

Changes can also be seen in the wider market context. According to MONSTAT`s latest data, the average price per square meter of new construction in the coastal region was 2,838 euros in the second quarter of 2026, compared to an average of 2,412 euros in 2025. These data refer exclusively to concluded purchase and sale contracts for new construction and cannot be directly applied to individual projects, but show the direction in which the waterfront new construction market is moving.

At the same time, data from the Investment Agency of Montenegro show that from 2020 to 2024, about 1.76 billion euros entered the real estate sector through foreign direct investments, which indicates the continued interest of international capital in this category of property.

In the next phase of development of the Montenegrin coast, it will therefore not only be important where it is built, but also how it is built, who manages the project and what ownership model it offers to the buyer.

This is precisely where new generation projects, which connect hotel management, ownership and developed resort infrastructure, can play an important role.

For Porta Rai, the fact that more than 80% of the first phase has already found its owners is an early signal of market interest. For Velika Beach, it`s part of a much bigger story, about an area that is gradually entering a new development and investment phase from a rather traditional tourist destination.
