State seeking expert assistance for drafting subway regulations – Job worth EUR 1 million

The Ministry of Construction, Transport and Infrastructure has launched a public procurement process worth 120 million dinars for expert assistance in drafting the regulatory framework for the subway system, specifically, systemic and other legal acts aligned with European Union standards.

The contract entails drafting a new Law on the Subway System and a decree detailing the phased construction of the metro, as well as 23 rulebooks covering nearly all key areas - from operator licensing and safety to infrastructure, energy, signaling, and stations, and extending to rolling stock, maintenance, staff training, and conformity assessment procedures.

The documents to be drafted include a decree defining the options and methods for the phased construction of the subway system, in accordance with the existing Law on Planning and Construction.

Specific rulebooks will be developed regarding technical requirements and maintenance for subway subsystems - infrastructure, energy, control-command and signaling, and stations. Technical specifications for subway vehicles and their maintenance will be defined, along with the requirements that maintenance workshops must meet.

The documentation also covers regulations concerning personnel, including professional training, the issuance of subway vehicle driving licenses, and health requirements.

The regulatory framework is also required to address signal types and markings, conditions for safe traffic operations, the reporting and investigation of accidents and incidents, and the statistical tracking and publication of data. Requirements will also be established for conformity assessment and structural subsystem verification bodies, risk assessment bodies, and the procedure for issuing authorizations for the use of these subsystems.
