State abolishing paper proof of tax payment – New electronic payment system to enter into force

Amendments to the Law on Electronic Administration entered into force today, and all public administration bodies are obliged to enable electronic payment of all taxes and fees they collect in their procedures by the end of the year at the latest, NALED announced.

Citizens and businesses will no longer need to submit paper proof of payment, as public administration bodies will be able to check the payment made ex officio.

State, provincial and local authorities have until September 16 to register on the eGovernment portal and the ePayments system and provide their employees with insight into the payments made.

At the same time, authorities should list all taxes and fees they collect and enter them into the Unified Register of Non-Tax Revenues by the end of October at the latest, and then link them to the appropriate procedures in the Register of Administrative Procedures.


More than 5,200 taxes and fees at the republican and local levels have been entered into the Unified Register so far. 93 out of 145 local governments and 44 republican bodies have listed or started to list their levies within the framework of 383 regulations.

The goal is to link the complete register with around 8,000 administrative procedures, while more than 9,000 bodies should gain insight into the payments made.

Payment via the ePayments system

When the reform is fully implemented, citizens and businesses will be able to see which taxes and fees they need to pay, to whom they are paid and in what amount, after selecting a specific administrative procedure. Payment data will be pre-filled, and electronic payment will be possible.

Electronic payment of taxes and fees is already enabled for services of the Ministry of Internal Affairs via the ePayments system, as well as the “General payment slip” option.

– In order for the new system to truly work “from start to finish,” authorities need to enter and list all their taxes and fees in the records as soon as possible, and no later than the end of October, and then link those taxes to the appropriate procedures in the Register of Administrative Procedures. This step is crucial, so that the Office for IT and e-Government, through the ePayments system, allows all citizens and businesses to select a procedure with a simple click, and in this way the system calculates and enables them to pay any tax electronically – emphasizes NALED Program Director Jelena Bojovic.

According to her, the change should reduce the administrative burden on citizens and businesses, the number of visits to counters and the possibility of errors during payment.

The reform of the non-tax revenue system is part of the Reform Agenda of Serbia within the EU Growth Plan for the Western Balkans, and is being implemented by the Ministry of Finance, the Office for IT and eGovernment, the Republic Secretariat for Public Policies and the Treasury Administration with the support of NALED.
