Major energy reconstruction and modernization project of Military Medical Academy (VMA) worth EUR 211 million to begin – Companies in the running for the first phase of works announced

A list of prequalified bidders has been announced for the energy reconstruction and modernization works of the Military Medical Academy (VMA) in Belgrade, which include the construction of solar power plants with a capacity of at least 5 MW, a new boiler room with three gas condensing boilers of 8 MW each, as well as a series of construction and other works within the facility.

The project, which is being implemented with the financial support of the German development bank KfW, is divided into three lots.

Energogroup, Modulor, STRABAG in a joint bid with the Austrian STRABAG AG, as well as Termomont in a joint bid with the company Elektrovat, have been prequalified for the design and construction of photovoltaic solar power plants on the roof of VMA and the outdoor parking lot, with a total capacity of at least 5 MW.


For the construction of a new boiler room and pipeline, with three gas condensing boilers with a capacity of 8 MW each, the consortium of companies DECO, Gosa Montaza and Termoenergo inzenjering, as well as Energogroup, Energotehnika-Juzna Backa in a joint bid with A.R.J. Technology, and Termomont have advanced to the next stage of the procedure.

Within the third lot, which includes small and medium-sized independent investments within the VMA facility, Energogroup, DECO and Jadran have been prequalified.

According to previously published documentation, the works from this lot include, among other things, the reconstruction of the sanitary hot water preparation system, structural rehabilitation of certain parts of the facility, repairs to floors, walls and structures, renovation of certain roofs, as well as the reconstruction of water supply and other installations.

The goal of the energy rehabilitation project is to reduce VMA’s energy consumption by at least 35%, with an equal reduction in CO2 emissions compared to the current level of consumption. VMA covers an area of approximately 21 hectares and has more than 180,000 m2 of space, making it one of the largest energy renovation projects of a public facility in Serbia.

When presenting the project on December 18, 2025, Minister of Defense Bratislav Gasic stated that its total value had been estimated at EUR 211 million. The project is supported by the German development bank KfW with EUR 50 million and the European Union with an additional EUR 5 million, while the start of the first of three phases was announced at the time for the third quarter of 2026.

The first phase, according to the plan presented at the time, includes the rehabilitation of the structure of the facility, the reconstruction of the roof on the lower part of VMA with an increase in thermal resistance, the reconstruction of the system for preparing sanitary hot water using waste heat via heat pumps, as well as the reconstruction of water connections.

The Ministry of Mining and Energy previously announced that the procedure would be carried out in two phases, first through prequalification, and then by inviting qualified bidders to submit technical and financial bids. The deadline for submitting applications for prequalification was originally January 23, and was then extended to February 2, 2026.

Vojnomedicinska akademija (VMA, ustaljeno „Ve-Me-A”) je ustanova tercijarne zdravstvene zaštite i centar za postdiplomsko školovanje vojnomedicinskog kadra u Srbiji. Kompleks akademije se prostire na površini od 21 hektara, zgrada VMA ima oko 180.000 kvadratnih metara i podeljena je na 60 tehničko-tehnoloških celina. U svom sastavu ima 26 klinika, 25 operacionih sala, 11 instituta, Polikliniku sa različitim specijalističkim i supspecijalističkim kabinetima, Nacionalni centar za kontrolu trovanja, Centar hitne pomoći, Centar za transplantaciju organa, tkiva i ćelija itd. Godišnje se u njoj bolnički zbrine oko 30.000 pacijenata (vojnih i civilnih osiguranika), obavi isto toliko hirurških intervencija i više od 500.000 specijalističkih pregleda.

VMA ima oko 2.500 zaposlenih, od čega preko 500 lekara i 160 profesora i drugog nastavnog osoblja. U njoj se školuje oko 400 lekara (na specijalističkim studijama iz oblasti medicine, stomatologije, farmacije, biohemije, molekularne biologije, veterine, fizičke hemije i psihologije), domaći i strani studenti, a obavlja se i praktična nastava srednjih i viših medicinskih škola.
