France’s SAFEGE Awarded Supervision and Technical Assistance Contract for Sewerage Project on the Left Bank of the Danube

The contract was awarded on November 27, 2025, by the Directorate for Construction Land and Development of Belgrade (Beoland), and the project is financed by the European Investment Bank (EIB). The estimated value of the procurement amounted to EUR 2 million excluding VAT.
The assignment includes technical support to the City of Belgrade and Beoland in contract administration, supervision of works and review of project documentation, in accordance with FIDIC contract conditions and the applicable legislation of Serbia.
The consultant will also provide support to the City of Belgrade and the public utility company Belgrade Waterworks and Sewerage in determining and implementing tariffs for wastewater services.
The project includes the improvement of the wastewater system for settlements on the left bank of the Danube within the municipality of Palilula, primarily in the settlements of Kotez, Krnjaca and Borca, where sewerage infrastructure is insufficiently developed.
The planned duration of the engagement is 55 months. The consulting team will work on two works contracts – the construction of the primary and secondary sewerage network, as well as on the project for a wastewater treatment plant in Krnjača.
It should be recalled that in November last year the Minister of Environmental Protection Sara Pavkov, the Minister for European Integration Nemanja Starovic and the European Investment Bank (EIB) Vice-President responsible for the Western Balkans Robert de Groot signed the financing agreement for the construction of the sewage network on the left bank of the Danube, worth a total of EUR 85.4 million, of which EUR 35.5 million is a grant from the EU under IPA III.
In December it was announced that Austria’s Strabag AG had been selected as the contractor for the design and construction of the Krnjača wastewater treatment plant – phase 1, within the project to improve the sewerage system on the left bank of the Danube in Belgrade. The value of the contract amounts to EUR 40.99 million, and the investor is the City of Belgrade, namely the Secretariat for Communal and Housing Affairs through the Directorate for Construction Land and Development of Belgrade.
This contract is being implemented within the Belgrade–Palilula sewerage system project, financed through a loan from the European Investment Bank (EIB), and the procedure was conducted through an open tender in accordance with EIB procurement rules. Three bids were submitted in the tender, and the only award criterion was price.
