Serbian Railways Infrastructure orders demolition of three rail facilities, no new construction planned: What will happen to the stations in Crepaja, Kuzmin and Banja Koviljaca?

The Serbian Railways Infrastructure company has announced a tender for the demolition of three rail station facilities, in Crepaja, Kuzmin and Banja Koviljaca. After the demolition, no new buildings are planned at these locations, only landscaping.

The list includes the Crepaja Rail Station, with an area of 105 square meters, the Kuzmin Rail Station with an area of 110 m2 and the Banja Koviljaca Rail Station with an area of 650 square meters.

The job does not only involve demolition. The selected contractor will first have to prepare a project for the demolition of the facilities and a detailed plan for the management of construction and demolition waste, and then carry out the complete work, including the dismantling of individual elements, the removal of foundations and underground structures if provided for in the project, the removal of construction waste and landscaping of the terrain.

What is particularly striking is that the buildings that are still designated as rail stations in the tender documentation are being demolished, while the documentation does not explain what will happen to the railroad-related function of these locations after their removal.

Serbian Railways Infrastructure states in the technical specification that the buildings have different purposes, sizes, structural systems and degrees of preservation, and that in most cases they are dilapidated, deteriorated, out of function or in a state in which their demolition is envisaged.

At the same time, the documentation explicitly states that no new buildings are planned to be built after the demolition. The terrain will be leveled, if necessary backfilled and landscaped, and the locations cleaned and brought to a safe and orderly condition.

However, this does not in itself mean that this tender will remove rail stations or rail traffic at these locations, because two of the three mentioned stations are still in function, i.e. used for rail traffic - those in Banja Koviljaca and Crepaja.

The tender refers to specific facilities, while the documentation does not state a decision to cancel train stops, change routes or cease passenger services.

The question is what will be available to passengers after the removal of the station buildings, especially considering that Srbijavoz continues to organize passenger traffic on the railroad network and plans to purchase tickets at ticket offices, ticket machines and online. For passengers who start their journey at a station where there is no ticket office or ticket machine, “Srbijavoz” plans the purchasing of a ticket on the train without an additional fee for issuing a ticket on the train.

However, it is not possible to determine from the tender itself whether platforms, canopies or other infrastructure for passengers will remain at these three locations after demolition, nor whether the way the stations operate will be changed.

The deadline for preparing technical documentation is a maximum of 30 calendar days from the contractor’s possession of the site. After getting the documentation, the contractor has a maximum of 30 days to demolish the facilities, remove and dispose of waste and do the landscaping.
