EUR 42.3 million loan for Danube Corridor from Pozarevac to Golubac – Draft law on borrowing for this project submitted to Parliament

It is indicated that the borrowing will be carried out based on the Agreement on a long-term investment loan between Banca Intesa ad Beograd and the Republic of Serbia, which was signed in Belgrade on July 24, 2026, and based on the Commercial Agreement on the design and execution of works on the project for the construction of a state road of the IB class, a section of the expressway: highway E - 75 Belgrade - Nis (“'Pozarevac” interchange) - Pozarevac (bypass) - Veliko Gradiste - Golubac (Danube Main Road), signed on August 28, 2021, with subsequent amendments and supplements.
When it comes to this loan, the loan repayment is planned in quarterly installments, with a maturity of ten years, including a grace period of three years. The loan approval fee will be 0.30% of the total loan amount and will be paid in a lump sum upon the first disbursement of the loan funds, while the interest rate is planned to be: three-month BELIBOR + fixed margin of 2.40% per annum. The first interest is due for payment six months from the date of the first withdrawal of funds.
The loan funds can be withdrawn two years after the entry into force of the loan agreement, and the availability period can be extended by the bank, based on a previously submitted written request.
The Ministry of Construction, Transport and Infrastructure is the financier, i.e. the loan beneficiary, Corridors of Serbia is the investor, and China Shandong International Economic and Technical Cooperation Group Ltd. is the contractor.
As specified, the contracting parties agree that the payment and repayment of all relevant amounts, such as the accrued interest, fees, principal owed and other amounts defined by the contract, shall be calculated in dinars.
The project for the construction of the first-tier state road IB, a section of the expressway: E-75 highway Belgrade - Nis (“Pozarevac” interchange) - Pozarevac (bypass) - Veliko Gradiste - Golubac has been declared a project of special importance for the Republic of Serbia in accordance with the Law on Special Procedures. This expressway will, as planned, to be 68 kilometers long, with two traffic lanes in both directions, 3.5 meters wide.
The commercial contract for the design and execution of works on this road, which was signed on August 28, 2021, with subsequent amendments and supplements dated November 26, 2021, and October 13, 2022, provides for a contracted value of the project of up to EUR 337,036,786.
