The fourth request, which is also the largest in financial terms submitted so far, covers 22 reform steps. Seven of these are being reported for the first time, while the remaining 15 have been resubmitted as part of the ongoing assessment process. The total value of the payment request exceeds EUR 108 million, the ministry said.
The request covers reform measures across all four pillars of the Reform Agenda: the business environment and private sector development, the green and digital transition, human capital development, and the rule of law and fundamental rights. It also includes measures from the grace period, one measure from the current reporting deadline, and one measure scheduled for December 2026, which was completed ahead of schedule.
In line with the implementation timetable for the Reform and Growth Facility, Serbia submits payment requests twice a year, in January and July, the ministry noted.
Disbursement of the requested funds is expected after the European Commission issues a positive assessment confirming that the required reform steps have been completed. This is also contingent upon a positive evaluation of Serbia's compliance with the prerequisite and general conditions under the facility, the ministry added.
- The implementation of the activities envisaged under the Reform Agenda represents one of the key mechanisms for accelerating the European integration process, strengthening institutions, improving the business environment and enhancing the quality of life of citizens, so that the benefits of EU accession become visible and tangible as quickly as possible, the statement said.
