State Preparing Legal Amendments to Abolish Roaming Charges in the EU for Serbian Citizens

The meeting discussed the activities and documents that need to be prepared and submitted to the European Commission, as well as the work timeline and possibilities for accelerating the process of drafting amendments and supplements to laws, decrees, rulebooks and other by-laws necessary for the implementation of this regime.
The goal of these activities is to create the conditions for abolishing roaming charges for Serbian citizens when using mobile services in European Union countries.
It was recalled that Prime Minister Macut at the Berlin Process Leaders’ Summit in London in October 2025 presented a proposal for Serbia to join the EU’s free roaming zone as soon as possible, in order to equalize mobile service prices across Europe, which, as he said at the time, would send a strong message from the European Union to the citizens of Serbia.
In order to fully align with the EU legal framework in the field of roaming, a special working group has also been established to prepare the Draft Law on Amendments to the Law on Electronic Communications, as well as a regulation transposing Regulation (EU) 2022/612 of the European Parliament and of the Council on roaming on public mobile communications networks within the Union into domestic legislation.
In addition, accompanying rulebooks and other by-laws necessary for the implementation of this regime are also being prepared.
The working group includes representatives of the Ministry of Information and Telecommunications, the Ministry of Public Administration and Local Self-Government, the Ministry for European Integration, the Regulatory Authority for Electronic Communications and Postal Services (RATEL), the Republic Secretariat for Legislation, the National Alliance for Local Economic Development and the Foreign Investors Council.
