Stara Rakovica facing urban planning transformation – More than 20,000 m2 of new construction planned in block along Pere Velimirovica Street

A study has been prepared for early public review for the Detailed Regulation Plan for the block between Koste Zivkovica, Pere Velimirovica and Srzenticeva streets, in the Stara Rakovica neighborhood, which opens up the possibility of new residential and commercial construction on an area of approximately 1.76 hectares.

The scope of the plan is within the territory of the city municipality of Rakovica, within the Kosutnjak Local Community, and it concerns a built block in which today there are predominantly family houses with floor structures from GF to GH+1+RF, one multi-family building, as well as several commercial facilities such as a car wash, catering and retail facilities along Pere Velimirovica Street.

The plan, developed by Bureau Cube Partners, envisages a review of existing urban parameters in order to enable the construction of new facilities while improving communal infrastructure and preserving environmental conditions.


The largest part of the plan will continue to be intended for housing. The plan defines two zones – S1, intended for family housing, and M5, a zone of mixed city centers of medium height, in which commercial facilities on the ground floors of new buildings will be mandatory.

In the family housing zone, the construction of buildings up to GF+2 in height (a cornice of up to nine meters, or up to 11.5 meters with a retracted floor) is allowed, with a maximum plot occupancy of 40%. At least 60% of the plot must remain free and green.

In zone M5, buildings up to 16 meters in height, or up to 18.5 meters with a retracted floor, are planned, with an occupancy index of up to 60%, or 69% on corner plots. This zone is planned to include a combination of housing, trade, catering, offices, health and educational facilities, sports and cultural facilities.

The planned construction will significantly increase the capacity of this part of Rakovica. In the family housing zone, the gross developed building area (GDA) will increase from the current 1,800 to 6,400 m2, while the number of residents will increase from 25 to 45.

The biggest changes are planned for the mixed-use zone, where the GDA will increase from the current 4,700 to 21,500 m2. Of this, around 16,200 m2 will be for housing and 3,300 m2 for business facilities, while the number of residents is estimated at 110, compared to the current 30.

At the level of the entire planning scope, this means that the total number of residents could increase from 55 to around 155, with a total of 22,600 m2 of GDA for housing and 5,300 m2 of business space.

As stated in the study, the goal of the plan is to create an urban basis for the construction of new residential, business and related facilities, improve traffic and utility infrastructure, as well as preserve and improve the quality of the environment with controlled development of this part of Stara Rakovica.
