Mimovic: I informed Minister Djedovic Handanovic in writing today that I want to buy a stake in NIS

The director and owner of the company KFT Senator Treasury G.T.7 Dva from Subotica, Ranko Mimovic, stated that he informed the Minister of Mining and Energy of Serbia, Dubravka Djedovic Handanovic in writing today that he is interested in purchasing the majority Russian ownership in Naftna industrija Srbije (NIS) from Gazpromneft and requested an urgent meeting.

He told Beta that his company contacted the US Office of Foreign Assets Control (OFAC) at the Ministry of Finance on October 30, 2025, submitting a request for a special license, or permit, to acquire a majority stake in NIS Novi Sad, and that it was further specified on November 24, 2025.

– OFAC conducted an in-depth review of the submitted documentation relating to sources of financing, personal and corporate data and associates, which was prepared with the assistance of a consulting and lobbying company based in the UK. All additional questions from that Office were successfully answered and the procedure is in the final stage and awaiting confirmation by the senior management of the US Treasury Department – said Mimovic.

He stressed that KFT Senator Treasury G.T.7 Dva will be guided by established principles in future discussions with Serbian representatives, the first of which is that the Pancevo Oil Refinery will continue to operate regularly and that the possibility of closing that facility will not be considered at any time.

The second business principle in the event that his company buys a stake in NIS is that there will be no layoffs, but that the plan is to preserve the stability of the company’s operations.

The next principle, as he stated, is the planned modernization of the retail network, i.e. gas stations, and the introduction of additional services in accordance with modern market standards.

Mimovic said that his company is open to talks with representatives of the Serbian state about the transfer of ownership of five percent of the shares in NIS.

The company KFT Senator Treasury G.T.7 Dva, as he stated, has brought together management of the highest professional and expert capacity with proven experience in managing complex energy systems for the needs of managing and developing NIS.

Mimovic stated that there is a preliminary agreement on supplying the Pancevo Refinery with crude oil, and that prior to that, due to the different standards applied by these facilities, consultations were held with “three refineries that are among the top ten in the world.”

– We are convinced that direct talks with the authorities in Serbia would represent a framework for exchanging information and clarifying all issues of importance for Serbia and NIS’s operations – said Mimovic.

He pointed out that in the event that his company buys a stake in NIS, in addition to not closing the Refinery, the majority ownership will remain in “Serbian hands” because KFT Senator Treasury G.T.7 Dva is a Serbian company, and the foreign capital to pay for the stake is ready, which, as he stated, OFAC has checked.

Mimovic said that, according to his insider information, “nothing is happening” in the negotiations between Gazpromneft and MOL and that he does not believe that the transaction will be successfully concluded because, as he said, MOL is having problems due to the loss of the arbitration in Croatia and malfunctions due to the fire.

– They have all the information in high financial circles, and the company that did my due diligence from Great Britain says that only by a great miracle can MOL become the majority owner of NIS – said Mimovic and added that Gazpromneft is also reporting its intentions.
