The Ministry of Construction, Transport and Infrastructure has issued the Republic Institute for the Protection of Cultural Monuments location requirements for the phase-based construction of the Science and Research Center and the Vinca Local Community Center with open spaces within the wider Belo Brdo Archaeological Park complex on a cadastral plot with a total area of 7,903.7 m2, required for the development of a conceptual design, a construction permit design and a construction design.

The total gross area for Phase A (Science and Research Center) is 4,508.04 m2, and for Phase B (Local Community Center) 1,238.32 m2, while the total gross developed area on the plot is 5,746.36 m2.

The plots on which the construction of these facilities is planned are within the scope of the Spatial Plan for the Special Purpose Area of the Belo Brdo Archaeological Site. The planned maximum number of floors of the Science and Research Center is GF+1+L, and the Center for the Local Community is a ground-floor facility.

The conceptual architectural and urban design of the Science and Research Center of the Belo Brdo Archaeological Park was developed according to the first-prize competition design in the public, international, urban design and architecture competition for the development of this Archaeological Park with the conceptual design of the Visitor Center and Science and Research Center facilities. The author of the first-prize competition design is the AKVS arhitektura studio. The aim of the competition was to define the elements of spatial organization for the rational use of space, as well as the protection and improvement of the state of the environment, while preserving the uniqueness and value of the entire Belo Brdo area.

The Science and Research Center project is part of the broader whole of the overall development of the Belo Brdo Archaeological Park according to the first-prize urban design and architecture design, and in this sense this conceptual design is linked to current and future projects in the immediate vicinity. The Archaeological Park consists of 5 different sub-units that, in functional and visual terms, form a unique whole with a recognizable visual identity.

Separated from the rest of the complex, the Science and Research Center building is positioned within a densely built settlement of single-family houses with courtyards, on a triangular plot on the road to the Archaeological Park from the center of Belgrade. The center building is double, designed as two large eaves over a free ground floor, with minimal amenities along the ground itself - within one eaves is the access zone for researchers, while under the other there is a public hall and a conference room in the middle.

Laboratories for researchers are erected in two rings behind the eaves on the first floor, while on the roofs are the management and administration, or accommodation for researchers, within extensively greened panoramic roof terraces. The center is based on Neolithic construction methods combined with modern materials, which are a reflection of the most advanced research technology that will take place here in the future. In this sense, the building is airy - the hybrid wood-steel structure gently lifts the facade membranes from the ground, like fluttering skirts, and is filled with cushions of ETFE (ethylene-tetrafluoroethylene) translucent membrane, which is highly permeable to light, heat-insulating, fire-resistant and up to 100 times lighter than glass. At the same time, the membrane has the possibility of dosing transparency and color, which means that the membrane can be further adapted to the needs of individual laboratories. By filtering external climatic influences, ETFE pads can achieve an ideal microclimate for working with samples in laboratories.

When it comes to the Center for the local community of Vinca, it is designed to encourage socializing and bonding different groups of users, and to enable several types of joint activities to take place simultaneously. The house basically consists of two independent volumes - one for the working spaces of the local community and the post office, and the other for a multifunctional hall.

The Vinca Community Center is located in the northeastern part of the plot, so that it has access to public roads on two sides. The building consists of three functional units – a post office, the local community’s offices and a large multifunctional hall – and is organized so that all units can operate independently, or can be connected if necessary.

The buildings of the Community Center and the Neolithic Research Center will share a public park area that encompasses the entire plot in question. A small public square paved with concrete blocks in grass will be formed between the buildings, which will also serve as an integrated internal road for access to the parking lot, and connect two public streets on both sides of the plot.
