IT Offices sign Memorandum of Understanding on cooperation with IBM and Red Hat Limited – Special AI infrastructure to be established in State Data Center

The Director of the Office for IT and eGovernment, Mihailo Jovanovic, emphasized that the signing of the memorandum represented an important step in the areas of hybrid cloud implementation, development of electronic services, and development and application of artificial intelligence.
– Cooperation with IBM and Red Hat enables the establishment of a special infrastructure intended for the application of artificial intelligence in the State Data Center in Kragujevac, both in public administration and in the economy. In recent years, Serbia has built strong foundations for digital transformation through the development of modern digital infrastructure, state data centers, and a large number of electronic services for citizens and the economy. The work of the Service Highway, which enables faster and more secure data exchange between institutions, as well as the work of the Security Operations Center (SOC), is based on software solutions based on IBM technology. Through advanced collection and analysis of security logs – as many as 20,000 events per second, or more than 72 million per hour, early detection and rapid response to potential incidents are enabled. We are now improving our cooperation with a focus on artificial intelligence – emphasized Jovanovic.
He added that the goal was to further improve the efficiency of the work of institutions through the application of these technologies, accelerate the development of new electronic services and enable smarter data analysis that contributes to better decision-making.
– There are many reasons why we consider the memorandum important, but we would like to highlight the two most important ones. The first is that, based on the signed memorandum, we will establish regular monthly training and education, which will be available in the premises of the Office for IT and e-Government, with the aim of helping all legal entities that use our software and platforms, as well as those who plan to do so in the future. The second, perhaps more important, relates to the use of artificial intelligence in improving existing e-services, as well as for the development of new ones. With the support of IBM business partners in Serbia, we have secured funds for investment in infrastructure specialized for the development of artificial intelligence, which will be available to us as early as mid-2026. At that moment, we will have all the prerequisites to work together with colleagues from the Office for IT and e-Government on the analysis of the use of artificial intelligence and thus help make digital services easier to use for all citizens of the Republic of Serbia, as well as the economy in the future – said Goran Biocanin, Sales Director of IBM for Serbia, Montenegro, North Macedonia and Albania.
Stanislav Lescinski, Sales Director of Red Hat Limited for Southeast Europe, emphasized that the cooperation represented an important step in advancing the digital transformation of Serbia through Open Source innovations and the development of the IT infrastructure of the state administration.
– By combining Red Hat’s global expertise with proven approaches, such as the Red Hat OpenShift Adoption Framework, we aim to foster a strong ecosystem in which local talents can realize their potential and in which advanced IT capabilities can be developed. Together we will generate new technological innovations and contribute to a digital society in Serbia that is ready for the future – he pointed out.
