GSP Beograd announces tender for purchase of 60 trolleybuses with autonomous driving of at least 15 kilometers – Will the purchase of electric vehicles overcome the obstacle called “financial leasing?”

GSP Beograd has announced a public procurement procedure for the purchase of 60 trolleybuses through financial leasing, which confirms the eKapija article from the end of February.

The tender stipulates that these are to be single low-floor air-conditioned vehicles with extended autonomous driving, i.e. autonomous driving of at least 15 kilometers.

As specified, the batteries for autonomous trolleybus propulsion must ensure autonomous movement of at least 15 km, under full load with an average speed of at least 12 km/h in all weather conditions, with the heating or air conditioning turned on, and the minimum battery life must not be shorter than eight years.


– The trolleybuses must meet valid European standards related to reliability, safety, comfort and environmental protection, and be suitable for maintenance. They must be made in accordance with regulations related to access for people with reduced mobility – the tender states.

The planned capacity of a vehicle is a minimum of 78 passengers and a minimum of 26 seats.

When it comes to the delivery of the vehicles, it is planned to be done in three lots, the first of which cannot exceed 270 days, the second cannot exceed 330 days, and the third cannot exceed 365 days from the date of entry into force of the contract. It is planned that the number of vehicles per lot is 20 pieces.

Bids can be submitted until April 21.

However, as eKapija wrote in February, due to the way the tender was organized (through financial leasing), it remains to be seen whether GSP will be able to carry it out on its own or whether the state will have to step in to help. Because, let us remind, the last few vehicle purchases for GSP Belgrade, which were carried out using this model, were a fiasco.

If this purchase is ultimately successful, it will be the first purchase of single trolleybuses in 16 years since those from Belarus were purchased (when 83 of them were purchased), while the last articulated ones arrived almost a quarter of a century ago. The last attempt to purchase trolleybuses was organized four years ago, but the tender was not successfully completed then.
