One step towards green megawatts from TPP Kolubara – Decision on expropriation for construction of solar power plant in Veliki Crljeni adopted

At its latest session, the Government of Serbia adopted a decision establishing the public interest in the expropriation necessary for the construction of a solar power plant in the complex of the existing Thermal Power Plant Kolubara in Veliki Crljeni.

This decision was adopted, as stated, in accordance with the information on the location dated May 28, 2024, issued by the Agency for Spatial and Urban Planning, in accordance with the Regulation on the Establishment of the Spatial Plan for the Exploitation Area of the Kolubara Lignite Basin and the General Regulation Plan for the TPP Kolubara Facilities in Veliki Crljeni.

These plans include real estate in the administrative divisions Sokolovo, Veliki Crljeni and Stepojevac.

The beneficiary of the expropriation is Elektroprivreda Srbije.

The project for the urban planning and architectural development of the location of the facilities for the production of electricity - the Kolubara A solar power plant, with the closure of the ash and slag landfill and the coal landfill, was publicly presented in October last year.

The construction of solar power plants on the ash dumps of the Kolubara A and Morava thermal power plants, which were scheduled for closure, was announced three years ago. EPS announced a tender for the development of urban planning documentation for solar power plants at these two locations in 2024, and the tendering documentation showed that the Kolubara A solar power plant would have an installed capacity of 71 MW, while the one at the Morava thermal power plant would have a smaller capacity - 45 MW.

Both projects also include works related to the closure of the landfills and their remediation.

Let us remind that the process of closing the Kolubara A thermal power plant, which is the oldest thermal capacity in Serbia (in operation since 1956), near the Veliki Crljeni Open-pit Mines, with a capacity of 271 MW with five thermal blocks, and the Morava thermal power plant, began in the fall of 2024, when Elektroprivreda Srbije announced a tender for the development of a preliminary design for their conservation.
