EC proposes start of negotiations on integrating Western Balkans into EU roaming system

The European Commission has proposed to open negotiations with Albania, Serbia, Bosnia and Herzegovina, the territory of Kosovo and Metohija, Montenegro and North Macedonia on their integration into the European Union’s roaming system.

– Once the agreements with each of the partners are finalized and fully aligned with EU roaming rules, people traveling between the EU and the Western Balkans will be able to make calls, send texts and use mobile data without additional roaming charges – the European Commission announced.


This will mean seamless connectivity at domestic prices for citizens from the Western Balkans travelling to the EU, as well as for EU travelers visiting the region.

– The agreement will make it easier and more affordable for citizens and entrepreneurs on both sides to stay in touch while studying, working or on holiday abroad – the statement said.

Following the adoption of this proposal, the Commission will seek the approval of the Council of the EU to open negotiations with the Western Balkans partners. Once the agreement is obtained, the Commission will negotiate bilateral agreements with each partner and, if successfully concluded, these agreements will pave the way for the Western Balkans to become part of the “Roam Like at Home” area, the statement said.

It added that this proposal is a concrete example of the EU’s approach to gradual integration before full membership, as set out in the Growth Agenda for the Western Balkans.
