Government determines port area of Bulk Cargo Terminal in Krnjaca - Republic of Serbia to have pre-emptive rights to port infrastructure

The port area of the Bulk Cargo Terminal of the New Port of Krnjaca has been determined, as stated, in accordance with the Water Transport Development Strategy of the Republic of Serbia from 2015 to 2025, spatial and urban planning documents and planning documents relating to water management.
The planned total area of the port area of this terminal is slightly more than 57 hectares. An integral part of the port area is also the Terminal's anchorage, delimited by coordinate points.
- Based on this regulation, the port area and the pre-emptive rights of the Republic of Serbia to port infrastructure and superstructure will be recorded in the real estate cadastre. The Ministry responsible for transport affairs will submit the necessary documentation to the competent attorney's office, which will implement the record - it is stated in the adopted document.
Let us remind that, in August of this year, when it comes to this terminal, which has been announced for years, a more concrete step was taken after a long time, by selecting companies that will perform technical control of the project for the construction permit for this project, and in the tender that the Port Governance Agency announced in early July. The winners of that tender were the Institute of Transportation CIP, Axis gradjevinski biro from Sremska Kamenica and Statik from Kovin, who were the only ones to submit a bid for this job.
The construction of the Bulk (Aggregate) Cargo Terminal of the Port of Belgrade is planned on the left bank of the Danube, approximately from rkm 1161 to rkm 1159+500 in Krnjaca. Phase-based construction is planned in two phases. The first phase of construction includes the construction of the operational quay, the formation and arrangement of the terminal territory, the formation of the terminal water area, the construction of the embankment on the sides of the terminal territory, the construction of internal roads, water supply, hydrant and sewage networks, electrical installations with lighting and telecommunications. The first phase also includes the construction of an administrative building with vehicle entrance control and a building next to the vehicle scale, the construction of a connection and distribution plant, the construction of two transformer stations, as well as a fence with pedestrian and vehicle gates.
The second phase of construction includes the construction of port operator facilities according to the dynamics of the activation of the entire complex, which is not the subject of this project. As previously announced, the project of the terminal in question also includes a raw material landfill, sub-terminals for sand and gravel separation, sub-terminals for aggregate for concrete and concrete asphalt bases, a corridor for the passage of the railway track, traffic areas, parking and green areas.
The public procurement for the development of a project for a building permit for the construction of a bulk cargo terminal in Belgrade was carried out by the Port Governance Agency in 2023.
Let us remind that, exactly two years ago, the Port Governance Agency submitted a request to the relevant ministry to determine the scope and content of the study on the environmental impact assessment of the project for the construction of a bulk (aggregate) cargo terminal of the new port in Belgrade, in Krnjaca. At that time, it was indicated that the total value of the investment would be around EUR 83.4 million and it was announced that the construction of the terminal would begin in 2023 and would be completed in 2027.
This terminal will be one of two planned terminals at two locations in Belgrade, within the port area of the new port of Belgrade. In addition to the terminal in Krnjaca, according to earlier information from eKapija, Belgrade will get a new main port upstream of the Pupin Bridge, on the Banat side, but not at the location of the "Belgrade Amazon" - Beljarica, which was previously controversial because it is the habitat of a large number of protected bird species, but not far from it.
In October of this year, the Port Governance Agency submitted a request to the Ministry of Environmental Protection for approval of the Environmental Impact Assessment Study of the Project for the Construction of a Bulk Cargo Terminal for the New Port of Belgrade.
