Serbia preparing for nuclear energy – Memorandum signed with World Institute for Nuclear Safety

The PE Nuclear Facilities of Serbia has signed a Memorandum of Understanding with the World Institute for Nuclear Security (WINS), which, as stated, further strengthens the institutional and expert basis for the development of the nuclear sector in Serbia.

The agreement comes at a time when Serbia lifted the moratorium on the construction of nuclear facilities, introduced 35 years before, at the end of 2024, and represents, it is added, one of the key steps in preparing the country for potential future nuclear projects. The Memorandum defines WINS’s strategic support in the areas of consulting, technical guidance, customized training and strengthening institutional capacities, with the aim of improving the readiness of the regulatory framework, project development and overall infrastructure.

Special emphasis is placed on nuclear safety as the foundation of future development. The cooperation will include strengthening professional capacities and professional development of employees, including the participation of the staff of the Nuclear Facilities of Serbia in the WINS Academy programs, as well as joint work on topics such as cybersecurity, threat assessment, protection against insider threats, nuclear safety regulations, security culture and supply chain security.

The memorandum also envisages cooperation in the field of management of nuclear and other radioactive materials that are outside regulatory control, as well as activities aimed at improving gender equality, diversity and inclusion in the nuclear sector, both in Serbia and internationally.

WINS Executive Director Lars van Dassen emphasized that, at a time when Serbia was considering new nuclear projects, it was essential that nuclear safety was embedded in the very foundations of that development. According to him, by combining the international expertise of WINS and the national leadership of the Nuclear Facilities of Serbia, the conditions are created for building the knowledge, capacity and trust necessary to face modern security challenges.

Dalibor Arbutina, Director of the Public Enterprise Nuclear Facilities of Serbia, assessed that the signing of the memorandum represented an important milestone in the long-standing cooperation with WINS. As he stated, the previous cooperation has enabled employees to gain valuable knowledge in the field of nuclear safety and security, and the new agreement further strengthened technical capacities, regulatory readiness and commitment to the development of a safe and inclusive nuclear sector.
