One step closer to BIO 4 campus – Government adopts decision on expropriation of land for needs of this project

For months, at least in public, there were no concrete details about the BIO4 campus construction project, until a more concrete step was taken at the last session of the Serbian Government, at which a decision was adopted on determining the public interest in expropriation for the purpose of building public facilities for the BIO4 campus.

The decision, as stated, was adopted in accordance with the Information on the location IX-20 number 350.1-6035/2025 of October 9, 2025, and issued by the Secretariat for Urban Planning and Construction Affairs of the City Administration of the City of Belgrade, in accordance with the Regulation on the Determination of the Spatial Plan of the Special Purpose Area BIO4 Campus on Real Estate in the Administrative District of Kumodraz.

Let us remind that the beginning of preparatory works for the construction of a facility within the BIO4 campus, specifically in the village of Rakovica, where animals used for the needs of the Torlak Institute will be housed, was marked in May 2023.

Four months later, the Draft Law on the Confirmation of the Framework Agreement on a Project Loan for the Construction of the BIO4 Campus between the Council of Europe Development Bank and Serbia was adopted.

In October of the same year, a tender was announced for preparatory works for the construction of the BIO4 campus, which also included the demolition of buildings on 3,656 m2.

The end of 2023 was marked by the news that the construction of the BIO4 campus, or its first phase, on approximately 110,000 square meters, has officially begun, where seven faculties of the University of Belgrade will be located, as well as nine scientific institutes, an extension of the Science and Technology Park in Belgrade, as well as premises for companies.

In September 2024, the Regulation on the Establishment of the Spatial Plan for the Special Purpose Area BIO4 Campus was adopted.

The BIO4 campus will cover an area of approximately 26 hectares.

The estimated investment value is approximately EUR 350 million, while EUR 200 million has been received from the Council of Europe Bank for initial infrastructure works. As previously announced, the plan is to complete the entire project by 2026.
