NBS to introduce electronic bills of exchange on December 1

On December 1, 2025, the Central Register of Electronic Bills of Exchange (CReM) will become operational, enabling the issuance and use of bills of exchange in electronic form, which until now have been used exclusively in paper, i.e. on blank bills of exchange, announced the National Bank of Serbia (NBS).

On October 29, 2025, the NBS Executive Board and Governor adopted the Decision on Detailed Terms, Contents and Manner of Keeping the Register of Bills of Exchange and Mandates, and amendments to the Decision on the Manner of Enforcement of Claims by Debiting the Client’s Account and the Decision on the Single Tariff under which the National Bank of Serbia Charges Fees for the Services Provided, the NBS says.

– CReM is a modern digital platform developed by the NBS that enables all operations related to bills of exchange - creation, issuance, transfer, presentation for collection, and deletion - to be carried out electronically, quickly, efficiently, and without paper documentation. This will significantly streamline operations, saving both time and costs for businesses and individuals alike. All data on electronic bills of exchange will be securely stored in CReM as an integral part of the Register of Bills of Exchange and Mandates, which has the legal status of a public register, thereby ensuring full transparency, reliability, and legal certainty in transactions involving electronic bills of exchange. Clients will access CReM via their electronic or mobile banking applications, using a qualified electronic signature (ConsentID application of the IT and eGovernment Office) for signing electronic bills of exchange and carrying out other important actions. For the use of an electronic bill of exchange in court and enforcement proceedings, an excerpt from CReM will serve as a public and credible document issued by the NBS – the NBS clarifies.


Pursuant to the NBS decision, the total fees for issuing and using electronic bills of exchange, for both businesses and citizens, will be lower than the current fees charged by banks for paper bills of exchange.

– It is expected that bank clients will recognize this advantage, although they will continue to have the option of choosing between electronic and paper bills of exchange, and banks will be obliged to respect that choice – the NBS says.

From December 1, 2025, banks will be required to enable the use of electronic bills of exchange for all legal persons and entrepreneurs - their clients - and from end-November 2026, also for citizens. This will complete the process of full digitalization of banking operations involving bills of exchange and eliminate the need to visit a bank for their completion.
