Settlement near Belgrade to become new oasis of elite housing – Oasis complex in Becmen to include luxury villas, apartments, golf course...

The Secretariat for Urban Planning and Construction of the City of Belgrade has announced the public review of the Draft Detailed Regulation Plan of the Oasis Complex in Becmen, on the territory of the city municipality of Surcin, together with the Strategic Environmental Impact Assessment Report.

The plan was commissioned by the company Elgolf d.o.o. from Belgrade, while the developer is CEP - Center for Urban Development Planning.

The area covered by the plan is approximately 352.4 hectares. The plan boundary includes the area between “Sremska Gazela” in the west, the existing agricultural land in the north and the Gibavac forest in the east and the regulation of the planned local road in the south.

The area is divided into nine spatial-functional units, grouped into two complexes: the main Oasis complex, which occupies an area of 297 hectares, and the sports and recreational complex, with an area of 26.5 hectares.

The plan envisages the construction of a luxurious residential and sports complex of high standard, with facilities such as an 18-hole golf course, outdoor and indoor sports fields, a golf academy, a club and hotel and tourist facilities.

The total gross development area (GDA) of the planned facilities is 336,500 m2, of which:

• sports and recreation: 46,500 m2,
• housing: 230,000 m2,
• commercial facilities: 60,000 m2.

The plan envisages around 1,400 housing units and around 3,600 users.

Housing is envisaged in two models - villas with their own plots and parking and apartment complexes with several housing units in a row.

The central part of the complex will house a zone of accompanying commercial facilities - commerce, catering, business, hotel, apartments, golf villas and a square, while an educational zone with a preschool, primary and specialized sports schools is planned on the periphery.

On the northeastern periphery, closer to the Becmen settlement, a smaller sports and recreational complex with outdoor and indoor sports fields, jogging tracks, swimming pools and children’s playgrounds is planned.

The plan was presented at an early public review in February 2024 and the Planning Commission of the Belgrade City Assembly adopted the Early Public Review Report in November 2024.

The public review lasts until November 14.
