Green light for expansion of Belgrade Waterfront – Government adopts amendments to spatial plan

The Government of Serbia adopted at its last session the Decree on Amendments to the Decree on Establishing the Spatial Plan of the Special Purpose Area for the Development of the City of Belgrade’s Coastal Region - the Sava River Coastal Region for the “Belgrade Waterfront” Project.

After the amendments, the boundary of the Spatial Plan includes two spatial, geomorphological and administrative units divided by the Sava River, with a total area of 328.96 hectares.

The first unit consists of the area on the right bank of the Sava, between Branko’s Bridge, Karadjordjeva and Savska streets, Sava Square, Vojvode Misica Boulevard and Secerane, in the territory of the city municipalities of Savski Venac and Cukarica.

The second unit consists of the area on the left bank of the Sava, between the Ada Bridge, Vladimira Popovica Street, Mihajla Pupina Boulevard, Old Sava Bridge and the planned extension of Zorana Djindjica Boulevard to Milentija Popovica Street, within New Belgrade.

The plan also includes the urban complex of the Belgrade Fair, for which significant changes are planned. As stated in the document, with the planned relocation of the Fair to the National Football Stadium zone, the area of the current fair will be transformed into a public-purpose complex.


It is explained that the central part of the complex, Hall 1, will have a new function - as a protected property, it will be a cultural facility.

– The rest of the main part of the Belgrade Fair complex is planned as a public-purpose complex for the needs of education, healthcare, social protection, culture and other public facilities – it is stated.

These are Halls 2 and 3, which were decided to be preserved during the consideration of the proposal for amendments to the spatial plan.

Let us remind that, recently, the Commission for the Procedure of Conducting a Public Review of Amendments to the Spatial Plan of the Belgrade Waterfront Project concluded in a closed session that the basic complex of the Belgrade Fair, which includes Halls 1, 2, 3 and the administrative building, would be defined as a public-purpose complex for the needs of education, healthcare, social protection, culture and other public facilities, as the Agency for Spatial and Urban Planning told eKapija at the time.

The plan will, as they point out, stipulate the obligation to announce an architectural and urban competition in order to review the potential of the existing facilities of the basic complex of the Belgrade Fair for the selection of appropriate public facilities.

The Commission also concluded, taking into account the objections of the professional community and citizens, that the first level of Terazije Terrace, as a public green area, should be part of the Terazije Terrace public park, and that blocks 51 and 52, which also belong to the Terazije Terrace area, should be excluded from the scope of the spatial plan amendments.

At the closed session, the conclusions were also confirmed, accepting the objections of the citizens of block 57 on the Sava Square who objected to the planned construction of an above-ground garage, as well as the residents of block 58 by abandoning the mixed-use business use of this space.

Blocks 57 and 58 will be excluded from the scope of the spatial plan amendments for the Belgrade Waterfront project and treated based on the appropriate general regulation plan.
